Job summary
Driving extensively across the Scotland and Northern Ireland Regional footprint in a MOD vehicle, providing Health, Safety & Environmental advice and guidance to the Cadet Force Adult Volunteers at the 100 plus Units. Much of the duties are carried out during the evenings (Monday to Friday), to meet the 3 yearly cycle of assurance visits when the Units are operating.
This position is advertised at 37 hours per week.
Job description
- Facilitate regional compliance with the Health and Safety at Work etc, Act 1974, Environmental Protection Act 1990, supporting legislation, MOD regulations and RAFAC policy.
- Provide the lead focal point for HS&EP matters within the region. Report concerns through the Regional Commandant (RC) and inform CESO (RAFAC) when appropriate.
- Assist the RC, by providing the appropriate HS&EP advice and support to the regional formations. Coordinating HS&EP issues accordingly, to meet the requirements of the MoD, RAF and RAFAC.
- Communicate RAFAC HS&EP policy and other relevant information, accompanied with the appropriate level of advice and guidance to wing and squadrons within the region.
- Address any HS&EP weaknesses identified and assist by provision of solutions that will enable resolution.
- Represent the region at Safety Centre HS&EP meetings as required.
- Represent the region at RFCA meetings as required.
- Act as the Secretary of the Regional Functional Safety Group (RFSG) and organise and arrange three RFSG meetings annually.
- Ensure that accidents, dangerous occurrences, near misses and / or other safety occurrences within the region are reported and elevated to the correct command level.
- Undertake appropriate investigations in accordance with ACP5 and higher RAFAC policy.
- Ensure all actions are carried out in a timely manner and accurately captured on SharePoint.
- Nominated investigators are to be appropriately briefed prior to and de-briefed after their investigation. The level of training should be proportionate to the incident.
- Ensure that incidents of a RIDDOR reportable nature are accurately reported in accordance with MOD and subsequent RAFAC policy.
- Develop a sustainable squadron assurance programme (all Units are to be aimed to be visited within a 3-year period iaw ACP 5). Conduct 1st party audit activities to provide evidence of compliance with legislation and local instructions where appropriate, in accordance with schedules and requirements in ACP5 and higher RAFAC policy.
- Provide advice on and capture the results of squadron and wing assurance activities, as required by CESO (RAFAC).
- Assist with the implementation and maintenance of the RAFAC Safety and Environmental Management System (SEMS) to the required standard and report progress to the RC and where appropriate CESO (RAFAC). Populate with the results of assurance activities conducted, accidents, incidents and other items, to enable the compilation of regional safety reports, returns and identification of KPI performance.
- Support and provide a HS&EP professional perspective to the region and wing during the recruitment and / or selection of a suitable candidate to fulfil the role of Wing H&S Officer.
- Provide support to wing safety functions, conducted by WExOs, Wing H&S Officers and Wing Staff Officers. Ensure wing safety reports, returns, inspections and reviews are conducted appropriately and in a timely manner. Advise wing staff accordingly.
- Assist with the development, implementation and maintenance of a regional Safety Management Plan (SMP). Assist in the development, monitoring and completion of SMART safety objectives and targets.
- Assist the RC in the production of the region’s submission to Cmdt RAFAC’s Functional Safety Steering Group (FSSG).
- Act as the regional point of contact for Fire Safety, reporting Fire Safety issues to the RAFAC Fire Focal Point via the RC where appropriate.
- Ensuring the Regional Fire Safety Management System (FSMS) is adequately implemented and assisting lower regional formations in the management of 1st party assurance activities.
- To act as the regional point of contact for Radiation Safety, reporting Radiation Safety issues to RAFAC Radiation Safety Officer (RSO) and Defence Science & Technology Laboratory (DSTL) SMEs as appropriate.
- Ensure an accurate record of radiation holdings from all formations within the region is maintained and reported to the RSO every quarter.
- Liaise with DSTL SMEs for any necessary site visits and the subsequent removal of radioactive items identified during the RAFAC Radioactive material removal programme.
- Managing a regional HS&EPMP and functional safety committee (RFSG).
- Assuring regional and wing events.
- Carrying out task audits as required by the Rgnl Cmdt.
- Promoting HS&EP throughout the region.
- To keep abreast of latest HS&EP, RAFAC, RAF and MOD policy and legislation changes and advise regional staff accordingly.
- To provide or ensure access to appropriate level of HS&EP training, to RAFAC formations within the region, in accordance with ACP5 and higher RAFAC policy
- To ensure the appropriate level of HS&EP training is provided within budget to RAFAC personnel as directed by the RC.
- Provide HS&EP training and support to the Region’s CFAV and permanent staff as required.
- Ensure that any training delivered is accurately recorded against the participants SMS profile in accordance with ACP5 and higher level RAFAC policy.
- Cascade advice and guidance appropriately within the region. Capture information and enquiries from the region and address or report accordingly.
- Represent the region at external (RAFAC and MOD) meetings and workshops.
- Provide HS&EP advice to regional, wing, squadron and related personnel as appropriate and as directed by the RC.
- Provide advice and guidance on HS&EP matters to Civilian Committees, where appropriate.
- Liaise with local enforcement authorities and communicate any appropriate outcome to the RC and CESO (RAFAC).
- To assist with internal and external requests for information, inspection, audit and investigations.
- Ensure mandatory training is completed as required.
- Continuous professional development IAW a plan agreed with Line Management.
- Anything directed by, and mutually agreed with, Line Management.
Person specification
The applicant must hold a UK drivers licence and be prepared to complete the MOD driver familiarisation course. The Units required to be visited are scattered across the Scotland and Northern Ireland and many sit within rural communities. Due to the distances involved, there is a requirement to stay overnight at some of the locations.Licences
