Job summary
The Establishment Fire Focal Point (EFFP) is a member of the Station’s Fire Section team with line management responsibilities for the Fire Wardens and has a strong ethos of continual improvement regarding fire safety management. The key focus of this pivotal safety critical role on Station is to provide the Head of Establishment (HoE) with assurance that the Station is compliant with Regulatory Reform (Fire Safety) Orders 2005.
This involves being responsibility for the delivery of a programme of risk-based internal and external Assurance visits and organising, attending, and actively participating in Fire Safety meetings and the quarterly Total Safety meeting.
Another responsibility is to ensure all relevant Station documentation is kept up to date such as the Fire Safety Management System and the Station Fire Orders. A key requirement is that the EFFP liaises effectively with Station personnel, Command Fire Safety team, and external agencies so they can offer advice and support about fire related issues that arise on the Station.
The EFFP is also required to manage and deliver the Station’s Fire Safety training requirements for all personnel on Station.
As part of the Better Defence Estate Strategy, it was announced that RAF Halton would be closing 2033. The scope and potential relocation of posts is still to be identified.
This position is advertised at 37 hours per week.
Job description
- Manage and maintain the Station’s Fire Safety Management System.
- Manage and maintain the Station’s Fire Safety Management Plan.
- Manage and maintain the Station Fire Orders.
- Manage and maintain required Station fire safety practices.
- Ensure all in scope buildings have a current Fire Risk Assessment (FRA) and all required parties are issued with copies.
- Assist with the interpretation of FRAs where required.
- Ensure all FRA action plans are monitored until all actions are closed.
- Assist with mitigation and communication of outstanding fire safety risks ensuring liaison with Fire Safety Advisors, their Chain of Command and, if required, directly with the HoE.
- Ensure, where necessary, all significant risks are elevated to the HoE to ensure the Accountable Person is aware and understands the risks they are holding.
- Ensure a programme of risk-based 1st Line of Defence Audits (1 LoDA) is in place to provide assurance of fire safety measures witing Station buildings, tracking outcomes to completion or reduction of the risk to As Low As Reasonably Practical (ALARP).
- Act as the main Point of Contact for 2LoDA conducted by Air Command and 3LoDA conducted by Defence Fire Safety Regulator (DFSR). Prepare all necessary document for these audit visits.
- Manage and deliver Fire Safety Awareness training to Phase 1 Aviators and Station Personnel including Airfield related fire training. Ensure this training is kept current with fire safety industry practices.
- Deliver specific role focused training to Building Custodians (BCs) regarding their fire safety responsibilities. Ensure this training is kept current.
- Where required, assist BCs with development of Building Specific Fire Orders.
- Assist BCs the development of building evacuation plans
- Assist BCs with fire evacuation drills within the required frequencies.
- Ensure all fire alarm activations are reported on MySafety including false alarms. Carry out a preliminary fire investigation following a fire incident, where required.
- Attend all required safety meetings to ensure RAF Halton’s fire safety matters are adequately discussed at all required organisational levels.
- Ensure a system of two-way lines of communication with all Station departments especially with Station Infrastructure personnel.
- Act as Line Manager for the Station Fire Wardens. Ensuring Station Fire Wardens are suitably and sufficiently trained for their role.
- Understand the current Station Emergency Response Plan and their role within it. Advise on emergency planning for fire emergencies and exercises.
- Liaise with Local Authority Fire Rescue Services (LAFRS) and arrange biannual practical fire emergency exercises.
Such other duties and responsibilities as may be delegated by Senior Management, commensurate with the grade which may include covering periods of the Fire Wardens leave and absence.
