Job summary
The Chief Operating Officer Group works closely with the Home Office’s policy and operational commands to enable us together to deliver the department’s priorities.
The group is comprised of different teams and professional functions, including Commercial, Finance, People, Portfolio and Project Delivery, Security, Estates and Information and Home Office Digital.
The Home Office Resourcing Centre (HORC) leads recruitment activity across the department, ensuring the Home Office attracts and retains high-quality talent through well-designed roles and targeted resourcing, attraction, and selection strategies.
As a Recruitment Marketing Manager, you will develop and deliver strategies to promote recruitment campaigns and vacancies, supporting the achievement of customer recruitment objectives.

Job description
The Recruitment Marketing Manager will report to a Senior Recruitment Marketing Manager and support recruitment to specific business areas and professions in the Home Office.
Working as part of a small team you will develop and implement strategies to promote recruitment campaigns and roles and to help achieve your customers’ recruitment objectives.
Responsibilities will include:
- Contributing to the planning, delivery and evaluation of marketing campaigns to meet business objectives and recruitment outcomes;
- Content development: including creative planning and research, development and copywriting, working with stakeholders, suppliers and external partners where relevant;
- Working with stakeholders to secure approval of campaign plans and assets through written proposals and presentations;
- Evaluation: working closely with the resourcing function’s Management Information (MI) team, stakeholders and suppliers to set, measure and report on KPIs and analyse results;
- Supplier management: briefing and management to deliver high quality and cost-effective marketing communications, engagement, and partnership and outreach activity;
- Managing a Home Office presence at outreach and online engagement events, including arranging the attendance and presentations of stakeholders and/ or external / suppliers; and also potentially, personally attending a number of events;
- Provide communications and marketing expertise, ensuring alignment with wider departmental brand and communications activities.
This role is available on a full-time basis with the option of compressed hours working. This role is also suitable for part-time working hours, with a minimum requirement to work 4 days / 30 hours per week due to business requirements.
Person specification
Essential criteria:
- Experience of planning, delivering and evaluating professional communications and marketing campaigns and activities, using data at each stage.
- A practical working knowledge of marketing, including experience of managing creative and messaging development and production, and the delivery of multi-channel media campaigns.)
- Experience of project management and prioritisation: must be able to work at pace to deliver a number of activities in support of communications priorities, which can change at short notice.
- The proven ability to see the bigger picture and both identify and mitigate risks including reputational risks to the Home Office.
- Experience of collaboration and negotiation: including the ability to develop and deliver marketing campaigns within a multi-skill communications team and alongside business colleagues, with consideration of wider government and stakeholder priorities and interests. A track record of influencing colleagues to secure buy-in to proposals.
Desirable criteria:
- Experience of delivering recruitment marketing campaigns.
- A formal marketing qualification.

1. Online Test – by 26th May 2026
If you successfully pass the verbal and judgement tests, you will be invited to complete the full application form. 2. Application – by 26th May 2026
As part of the application process, you will be asked to complete:
- CV
- Personal Statement (maximum 750 words).
Your CV should consist of your career history, qualifications and skills/experience, including any key achievements in each role.
Your CV will be scored against the experience required for the role as noted within the essential criteria.
The Personal Statement should be aligned to and demonstrate how you meet the skills and experience set out in the essential criteria, detailed in the job description.

3. Sift – commencing 28th May 2026
The sift will be held on the Personal Statement and CV as listed in the advert.
Should a high volume of applications be received, an initial sift will be conducted on the CV. Candidates who pass the initial sift will then be progressed to a full sift that will consist of all the remaining elements submitted (Personal Statement/CV) Candidates who fail to meet the minimum pass score for the initial sift will not have their remaining submitted elements scored and will only receive a sift score for that assessed at the initial sift.
If you are successful at sift stage, you will be invited to an interview that will be Strength based questions and Experience based questions.
4. Interview – commencing 22nd June 2026
The interview will take place on MS Teams.
