
Regeneration Officer
About the role
North Northamptonshire is currently on an exciting journey to regenerate its town centre and as part of this, we are looking for a Regeneration Officer to join our Capital Projects team.
As part of this role you will contribute to the design, development and implementation of the council’s regeneration strategy and deliver regeneration projects.
You will have responsibility for the develop plans and deliver multiple projects at one time across a variety of areas, ensuring objectives are delivered realising all benefits with full governance observed.
You will need experience of working with a range of people internally and externally to deliver a project or initiative. Alongside this you will also need good organisation, literacy, numeracy and communication skills.
Meetings and projects will be based across North Northamptonshire and you will need you to attend site meetings or meetings in the office on average 2 days a week.

What will you be doing?
Strategy development. To contribute to the design, development and implementation of the council’s town centre masterplans and regeneration plans. To provide the link between other officers, service areas and projects to connect, co-ordinate and take into account corporate and wider objectives.
Stakeholder Engagement. Plan, develop and lead engagement exercises with stakeholders on specific projects executing workshops etc. Creating effective, relationships with stakeholders and partners, both internal and external to the council.
Communication. To develop a communication plan to ensure effective communication with all stakeholders and the project team is maintained.
Governance. To work within the legal requirements, policies, financial procedures, governance, procurement and adhering to the recommended practice to protect the council from risk.
Project Management. To manage regeneration projects in accordance with the council’s corporate plan and project management methods, ensuring objectives, timescales, benefits, budgets and any other targets outlined in the project plan are implemented and monitored.
Funding & Finance. To identify and secure potential funding support for regeneration related projects, developing business cases and funding submissions both internal and external for these projects aligned with the council’s regeneration project priorities, working with services across the council and with partners.
Procurement. Where appropriate procure and manage external consultants to deliver reports and elements of the projects. Including the development of consultant briefs tendering, selection and awarding of the contract for the specialist roles and contractors for projects. Responsibility for monitoring expenditure and performance in line with the appropriate procurement rules.
Reporting. To support, manage and report to relevant Project Working Groups and Project Boards. Producing regular monitoring reports and claims for funders on the spend on relevant projects to ensure the conditions are met and the assurance processes are followed.
About you
The successful candidate will be agile and flexible enough to adapt ensuring projects have flexibility within their parameters to allow for change should the strategy, regulations or outcome require change during the delivery of the project. The post will be remote working, however there is a requirement to attend the meetings, site and team meetings in person as needed, it is anticipated this would be on average 2 days a week.
You will have good numeracy and literacy and ideally a relevant project management qualification or equivalent alongside knowledge and experience of manging projects.
Knowledge and experience of local authorities is key particularly to provide a knowledge of elements such as governance, approvals and procurement processes.

Salary range
- £38,220 - £40,777 per year
