The Regulation and Outcomes Lead is a senior leadership role within RPA’s Chief Operating Officer Directorate, responsible for strengthening regulatory effectiveness and reducing irregularity across schemes. The role is central to maximising public investments to directly deliver the environmental and agricultural ambitions set out in Defra’s 25 year Environment Plan.

The RPA is an executive agency of the UK Department for Environment, Food and Rural Affairs (Defra). We deliver over £2 billion in payments each year to farmers, traders and landowners across England, supporting sustainable agriculture and thriving rural communities.

Job description

RPA is modernising its regulatory approach, moving towards more proactive, preventative and intelligence led assurance. This post provides strategic leadership across two closely linked areas: the development and delivery of regulatory policy, and the transformation of the identification and reduction of irregularity in current and future environmental schemes.

The role leads RPA’s evolving approach to regulation, including responsibility for the Management of Hedgerows, and oversees the Delivering Successful Outcomes (DSO) programme. Working across organisational boundaries, the post holder will bring together policy, operations, data, intelligence and delivery teams to develop proportionate, evidence based and outcome focused solutions.

This is a highly collaborative and outward facing role, requiring strong leadership, comfort with complexity and ambiguity, and the ability to translate strategic ambition into practical, sustainable improvements.

Responsibilities

  • Provide strategic leadership for RPA’s regulatory approach, including responsibility for the Management of Hedgerows, ensuring statutory compliance and alignment with Corry and Hancock review recommendations
  • Manage regulatory, financial and reputational risk, including risks arising from RPA’s role as both regulator and grant administrator
  • Lead the delivery of the Delivering Successful Outcomes (DSO) programme, embedding proactive, preventative and measurable interventions to reduce irregularity across schemes
  • Prioritise activity based on risk, impact and value for money, ensuring effective use of public funds
  • Oversee the testing, implementation and evaluation of data led and targeted prevent approaches, including advice and guidance models
  • Bring together policy, operations, field delivery, data, geospatial, intelligence, compliance and finance to deliver joined up regulatory and assurance solutions
  • Build strong partnerships across Defra Group, Arm’s Length Bodies and external stakeholders
  • Provide authoritative advice and assurance to senior leaders and governance boards
  • Lead, develop and motivate the Regulation and Outcomes team, building capability, resilience and engagement
  • Model inclusive leadership, drive continuous improvement and ensure clear priorities, accountability and delivery focus
  • Part time candidates will be expected to work a minimum 30hrs per week

Person specification

You must be able to demonstrate the following skills and experience listed in the essential criteria

Essential Criteria

  • Proven experience of leading and developing multidisciplinary teams, including through significant change, to deliver high quality outcomes in complex operational or regulatory environments
  • Demonstrable experience of managing multiple, competing priorities at pace, balancing strategic objectives with delivery, risk and value for money considerations
  • Strong communication and influencing skills, with the ability to explain complex regulatory or assurance issues clearly and accessibly, and to engage and influence senior leaders and stakeholders
  • Experience of developing, implementing or overseeing regulatory or policy frameworks, with a strong understanding of good regulatory practice, proportionality and risk‑based approaches including the Regulators’ Code
  • Strong analytical capability, with experience of using data, evidence and insight to assess risk, target interventions and support robust decision
  • Proven ability to work collaboratively across organisational boundaries, bringing together policy, operational, data and specialist teams to address complex issues and deliver shared outcomes
  • Demonstrable experience of designing or delivering interventions that protect public money, reduce error or irregularity, in a customer supportive way

Sift

Location

As part of the pre-employment process for this post, successful candidate(s) will be able to agree a contractual workplace from those locations listed in this advert. The agreed contractual workplace is then the substantive and permanent place of work for the successful candidate(s)

Where the location is ‘National’ the successful appointee should discuss and agree an appropriate contractual location in line with both RPA’s location policy and site capacity, prior to proceeding with pre-employment processes.

The agreed amount of time spent at a workplace for this post will reflect the requirement for Civil Servants to spend at least 60% of their working time in an organisation workplace with the option to work the remaining time flexibly from home. Working time spent at a workplace may include time spent at other organisational locations including field-based operational locations, together with supplier, customer or partner locations. This is a non-contractual agreement which is consistent with common Civil Service expectations.

Travel costs to non-contractual workplaces will be subject to departmental travel and subsistence policies. Travel costs to contractual workplaces are the responsibility of the employee.

The successful candidate is required to carry out all their duties from a UK location, and cannot do so from an overseas location at any time.

Salary

New entrants to the Civil Service are expected to start on the minimum of the pay band.

A reserve list may be held for a period of 12 months from which further appointments can be made.
