Job summary
The DSA is responsible for the Defence regulation of Health and Safety & Environmental Protection (HS&EP). The authority provides evidence-based assurance to the Secretary of State for Defence that their policy on HS&EP in Defence is being promoted and implemented in the conduct of Defence activities.
This regulation is achieved through proportional and appropriate evidence-based assessment of the activity that supports the Defence’s operational imperatives. Within the DSA, DMR is tasked to provide regulation, assurance and enforcement across the Defence Maritime Domain. This comprises all activity conducted by MOD Shipping (includes but is not limited to warships, submarines, landing craft and boats across Defence), in the Defence Ports and at Defence Harbour Facilities and in Defence Diving, both Military and Commercially contracted diving, in support of Defence activities. As new technologies and vessel types, such as autonomous vessels or the involvement of AI emerge, DMR are constantly looking at the maritime scope to ensure that safety and environmental protection are assured going forward.
DMR consists of four areas: Regulation and Compliance, Executive and Enabling, Shipping Inspectorate and Maritime Services Inspectorate.
This Post falls within the Regulation and Compliance (R&C) Section, R&C set the maritime domain regulatory framework, through defining the domain, setting the DMR Regulations, and monitoring validity and compliance.
This position is advertised at 37 hours per week.
Job description
This is a HEO/C2 post based in Bristol, within the Regulation & Compliance Team of DMR.
The Defence Maritime Regulator is offering an exciting opportunity for someone with a positive outlook, looking for a challenging and rewarding post. We offer proactive individuals the opportunity to work in the Regulations section of the Defence Maritime Regulator. The role will also provide an opportunity to gain qualifications and experience at all levels across the Maritime Domain, including interaction with both civilian and military personnel within the team, as well as the regulated community.
The successful candidate will be in the Regulation Support 2 role. They will support the Regulation Lead in the creation, review and day to day management of the DMR’s suite of regulatory guidance material. They will also lead on the production of defence Regulatory Notices, the DMR method of informing the regulated community of regulatory topics of interest. Requiring a good level of attention to detail and good communication skills both written and oral, the role will be challenging and rewarding.

- Support the Regulations Lead on the management, content and processes associated with the DMR Regulations guidance material documents, including the DSA03 documents tasks which include:
- Developing, amending and retiring regulatory Guidance Material.
- Supporting Regulation impact assessments.
- Developing and publishing of regulatory DSA03 documents, (recognising that this does not include the development of documents produced outside DMR).
- Developing and maintaining the DMR Regulations Source Record
- Developing and maintaining the day to day running of the RFC tool.
- Management of the DMR regulation rolling preview programme.
- Support on the management, content and output of the Regulations Review Council (RRC) including maintaining the invitee list.
- Support on the provision of DMR Regulation communications across the DMR Regulated Community, including support to DMR stakeholder forums.
- Work with all R&C staff to consistently deliver R&C output and deliver the DMR Vision.
- As directed by DMR R&C Section Head or Regulations Lead, undertake tasks to deliver DMR and wider DSA objectives, including the DSA Strategic Plan.
- Lead on the technical input to DMR notices.
Secondary Responsibilities:
- Support the Development, review and maintenance of DMR Standard Operating Procedures and LOPs as appropriate to your role, and support the maintenance of the DMR SEMS.
- Support the development of the DMR Annual Assurance Report.
- Support Regulations Lead in their response to Parliamentary Questions and Freedom of Information requests.
- Supporting the technical review of Waiver applications.
Person specification
The successful candidate will have a background in at least one of the following: Health and Safety, Environmental Protection, Quality Management.
You should have good communication skills both written and oral, have a very good level of attention to detail and be able to work on your own and as part of a team.
