Job description

We’re looking for a Grade 7 Resource Manager to join our CDIO team, where you’ll play a pivotal role in ensuring our people and resources are deployed efficiently to deliver on strategic objectives.

As a Resource Manager, you will be at the centre of our resource planning and delivery operations, ensuring that our talented workforce is deployed efficiently and effectively to meet the demands of a diverse and evolving project portfolio. You’ll collaborate with senior leaders, delivery managers, and business partners, using robust frameworks and data-driven insights to optimise resource allocation, resolve challenges, and drive organisational success. Responsibilities

  • Build and manage resource strategy to ensure resources are deployed efficiently and/or reallocated based on conflicting demand as per CDIO Supply and Demand Framework.
  • Actively manage resource to allow flexibility for potential reassigning to meet priority demand.
  • Lead stakeholder management building networks across CDIO and HMRC to ensure effective allocation of resources against priority demand.
  • Coordinate with appropriate business and CDIO Delivery areas to understand demand ensuring a clear view of pipeline demand to build an effective resource plan.
  • Lead escalation resolution to ensure appropriate measures are taken to resolve potential resourcing issues.
  • Act as Supply and Demand Board representative leading on internal prioritisation and escalation resolution to ensure appropriate measures are taken to resolve potential resourcing issues.
  • Oversee and review reporting on resource and capability plans and activities, to deliver in a timely and accurate manner.
  • Oversee impact coordination to ensure appropriate resourcing to meet demand.
  • Lead, develop and maintain FTE forecasting to ensure accurate and timely reporting for Workforce Planning aligned with strategic priorities.
  • Lead and develop a team, providing guidance, support, and acting as an escalation point for complex issues.
  • Champion the use of resource management tools and best practices, supporting colleagues and driving a culture of excellence and continuous improvement

Essential Criteria

  • Strong leadership and stakeholder management skills, with the ability to build effective relationships across teams and functions.
  • Ability to plan individual and team tasks effectively and prioritise amongst competing demands, at pace and within a complex work area.
  • Proven experience in resource management, project delivery, or workforce planning within a complex organisational environment.
  • Experience in using resource management tools and frameworks (such as Clarity PPM or similar).
  • Significant experience engaging and managing senior stakeholders and communicating sometimes opposing points of view effectively up to Directorate SLT level.

Leeds Locations

Moves Adjustment Payment will be available for this role, provided the successful applicant is a current HMRC colleague in Bradford and meets the eligibility requirements outlined in the HMRC’s Moves Adjustment Payment guidance.

Selection process details

How to Apply

As part of the application process, you will be asked to provide the following:

  • Please submit your CV stating your career history including key responsibilities and achievements (300 words max per role).
  • A 750-word Personal Statement which should demonstrate how you meet the Person Specification and Essential Criteria outlined above.

Sift

A full sift will be held on your CV and Personal Statement, with the successful candidates being invited to interview.

We may also raise the score required at any stage of the process if we receive a high number of applications.

Interview

During the panel interview, you will be assessed on Experience.

All candidates successful at sift stage will automatically be invited to interview, where you will be assessed on your experience and how it meets the Person Specification and Essential Criteria.

You will also be expected to give a 5 minute presentation based on a question or scenario. Further information will be provided to candidates who progress to interview.

Sift and interview dates are to be confirmed. Interviews will take place via video link.

Hybrid working at HMRC

HMRC is an office-based organisation, and colleagues are expected to spend 60% of their working time in the office. Our offices provide opportunity for interaction, collaboration which aids learning and development and a sense of community. Where the role allows it, and where the home environment is suitable, colleagues can work from home for up to 2 days a week, averaged over a calendar month (or a proportionate amount of time for colleagues who work less than full time).
