    The Revenues and Benefits Service delivers the statutory functions of collecting Council Tax and Business Rates, alongside administering Housing Benefit and Council Tax Support.

    Following a review of the service, an exciting opportunity has arisen to join our Revenues and Benefits Team. The Council is seeking a Team Leader with knowledge and experience in Revenues or Benefits, who can contribute to delivering the service in a modern and flexible way by working across all areas that support our residents and businesses.

    You will have at least two years’ experience within Revenues or Benefits, with detailed knowledge of at least one of these areas. You will demonstrate strong leadership skills, with the ability to motivate, support, and develop a team in a high-pressure environment.

    You will possess excellent written and verbal communication skills and be able to engage effectively with a wide range of stakeholders. Strong customer service skills are essential, including patience and active listening to resolve queries from residents and businesses.

    Working closely with other Team Leaders, you will support the delivery of ongoing training across the service and you will also play a key role in upskilling colleagues across the team.

    Your team will undertake a wide range of tasks, including processing Housing Benefit and Council Tax Support applications, as well as the collection of Council Tax and Business Rates.

    In return, we offer flexible working arrangements, including hybrid working, and the opportunity to study for professional qualifications in Revenues and Benefits through the Institute of Revenues, Rating and Valuation (IRRV).

    We are particularly seeking someone with extensive knowledge of administering enforcement and collection activities for Council Tax and Business Rates and, depending on experience, either representing the Council in the Magistrates’ Court for non-payment cases or undertaking training to do so.

    While we ideally seek candidates with extensive experience of enforcement of Council Tax and Business Rates, we also welcome applications from candidates with experience in either Council Tax or Benefits who demonstrate a strong willingness to learn and develop.

    While the service currently predominantly operates on a home-working basis, you will be required to attend Magistrates’ Court hearings (at least once per month). You will also be expected to attend the Forum in Hemel Hempstead as required to fulfil your role.

    A Standard check will be undertaken with the Disclosure and Barring Service to ensure that the successful candidate has no relevant convictions.
