Job summary

The Health and Safety at Work act 1974, The Management of Health and Safety at Work Regulations 1999 and the requirements of Sovereign Base Area Ordinances placed upon the organisation are legal obligations to protect employees and others effected by their work practices.

The SHEA role ensures activity and practices undertaken on site are done so in line with UK & Cypriot legislation and adhering to Defences Safety Function Operating Model, ultimately providing the Head of Establishment (HoE) the assurance that risk remains ALARP and TOLERABLE. As the H&S lead for the site the role provides subject matter expertise advice to the HoE, drawing on all relevant policy to ensure the safety of personnel and preservation of unit outputs.

Job description

The successful candidate will need to provide expert advice and assurance on health, safety, and environmental protection (HSEP) across The JSSU Cyprus estate. Promote a positive safety culture, ensure compliance with UK & Cypriot legislation and MOD policy, and support risk management to maintain activities as long as reasonably practicable and tolerable. The role will be required to line manage the EO assistant SHEF working at the Unit.

Main Responsibilities:

Co-ordinate all SHEF matters across the Unit including:

  • Review (at least annually) and update as required the JSSU(Cyp) Safety Health and Environmental Management System (SHEMS) in line with both MOD, DI and JCG guidance and with SBA Ordinances.
  • Review all SHEF Parent/Lodger agreements for the Unit 2IC / CO Signature.
  • Act as Secretary and where necessary, Chair, for the Quarterly Station/Unit SHEF Working Group Committee.
  • Act as the nominated responsible person (NRP) for accident reporting and the maintenance of the Unit Accident/Incident database.
  • Ensure all mandatory SHEF training is undertaken.
  • Carry out SHEF training where applicable.
  • Ensure Noise Assessments, as required, are undertaken by JHSU.
  • Advise on risk assessments and method statements for all works and activities on Station.
  • Oversee the annual review of the Station Heat Illness Policy.
  • Oversee the annual review of the Station Thunderstorm Policy.
  • Oversee the annual review of the CO’s Organisation and Arrangement Statements for SHEF.

Co-ordinate all environmental matters across the Unit, including:

  • Ensure all UK environmental regulations and SBA Ordinances are complied with.
  • Liaise on environmental matters with OGD, NGO’s (Birdlife Cyprus, Forestry Dept), RoC Ministries (Mines and Quarries), SBA Administration and DIO SEE.
  • Manage legislative issues for the Station including poaching, Non-Military Development, illegal mining, and bird trapping.
  • Conduct field surveys to establish a baseline for levels of pollutions or contamination on JSSU(Cyp) sites.
  • Collect and report on contamination data including fly tipping.
  • Support the site in the supporting its operations and protections around a Site of Special Scientific Interest (SSSI) at Larnaca Salt Lake (SLS)
  • Create waste management plans. Ensuring that biodiversity recommendations are met on site and protected species remain undisturbed.
