Job summary
The Commissioner for Public Appointments (CPA) is the independent regulator of public appointments, overseeing the process by which ministers appoint people to 4,000 different roles across government. This important work receives considerable scrutiny from the media, academics, and parliamentarians.
We are looking for a motivated and innovative leader to drive forward the work of this high-profile team as a new Commissioner is appointed for a five year term – a unique opportunity to support a senior office holder in designing and delivering their vision for an important role.
The successful candidate will report to a Grade 6 Head of Public Appointments and line manage at least one HEO. You will also work as part of the wider ‘Independent Offices’ team alongside colleagues from the Civil Service Commission (CSC).
Job description
In this role you will:
- Provide visible senior leadership across the Independent Offices, working collaboratively as part of a joint senior leadership team to build capability across the CPA and CSC;
- Line manage and support the development of members of the CPA team to deliver the Commissioner’s objectives;
- Develop and oversee delivery of a coherent strategic plan for the Commissioner, aligned with their statutory duties and objectives;
- Work collaboratively with colleagues in Cabinet Office and other government departments to deliver a communications and engagement programme for the Commissioner;
- Lead the process of auditing departments against the government’s Governance Code to ensure compliance, share best practice and promulgate lessons learnt;
- Support the Commissioner by leading the process of researching and publishing thematic reviews with evidence-based conclusions and recommendations;
- Draft and publish the Commissioner’s Annual Report, which includes quantitative and qualitative analysis;
- Deliver timely and evidenced-based advice in relation to: enquiries, casework, complaints and requests for information under the Freedom of Information Act.

A minimum 50% of your working time should be spent in the Commission’s Westminster office, the role’s principal location, although requirements to attend other locations for official business will also count towards this level of attendance.

As part of the interview, candidates will also be asked to complete a task. This will be to prepare a response to a list of questions, using the material provided, and demonstrating alignment to the essential criteria. We will also test you on a range of strengths. These are designed to test your ability to respond to situations that you may face in your day to day role.
