Job summary
We are Ofwat, the Water Services Regulation Authority, a non-ministerial government department responsible for regulating the water sector in England and Wales.
We have an opportunity for a Senior Associate Sector Governance and Policy to join our Sector Governance Team within Delivery Directorate.
The water sector is entering a new chapter. Following the Independent Water Commission’s Final Report and subsequent White Paper - 'New Vision for Water', the UK government has set out a bold new direction - one that brings together expertise from across the sector to deliver better outcomes for customers and the environment.
Ofwat is working in collaboration with the government and other regulators to help establish a new body for England, combining our strengths with those of the Drinking Water Inspectorate, the Environment Agency, and Natural England. We’re also continuing to engage with the Welsh Government to support future decisions for Wales.

Job description
The Sector Governance team is looking for a governance expert with experience in assessing and critiquing the corporate governance of companies and group structures. Experience of developing policy positions for regulatory rules and supervision would also be advantageous.
The team's growth aligns with a renewed regulatory focus on governance issues. The overall aim of the team is to ensure water companies are well run through having the right board leadership and governance arrangements in place.
We lead on delivering and overseeing our governance frameworks as well as the design, implementation and delivery of new regulatory governance policy. We seek to ensure governance arrangements are transparent, allowing Ofwat and other stakeholders to scrutinise, challenge and address issues of legitimacy
You will apply regulatory policy and understand the implications of a company’s governance arrangements and behaviours for its wider performance, so as to support the team's objectives of driving wider sector accountability and performance. The role will involve working on both existing water company governance oversight workstreams as well as new policy areas.
Key deliverables:
In this role you will be expected to:
- Assess water company performance in a regulatory governance context, developing recommendations on relevant issues, and building support for these with Ofwat's senior management
- Contribute to successful policy development in support of new statutory rules including the development of materials for Ofwat's board and other executive bodies
- Develop a strong understanding of current and emerging policy and legislation affecting the team's work
- Participate in the design and operation of effective supervisory approaches
- Be keen to improve knowledge and skills across the wider issues relating to the work of the delivery directorate as part of the role, and engage and network across Ofwat to collaborate on relevant solutions and strategies
- Coordinate and work effectively across Ofwat on cross-directorate issues
- Work with the Director and Principals in the team, as well as with colleagues across the organisation, to help deliver successful sector governance oversight and to further the wider aims and objectives of Ofwat.

Experience, skills and knowledge
- Lead criterion 1:Proven experience of assessing corporate governance activities and performance in a regulatory or comparable environment.
- Lead criterion 2: Supervisory experience obtained by working for a regulator or for an organisation which is subject to supervisory regulation.
- Experience in a policy role, both designing policy and being able to critically assess policy application in a regulatory or government context.
- Good attention to detail and drafting accuracy.
- Excellent stakeholder management skills with experience of effectively managing relationships both internally and externally to an organisation.
- Excellent problem-solving skills, with the capability to think creatively and strategically, and take a collaborative approach to finding solutions.
- Analytical, adept at seeing complex interlinkages, and able to distil discussions from relevant workshops, government policy, internal and external stakeholder meetings, and materials into reports and policy considerations.
- Familiarity with performance issues in the water sector.

Sift Stage - Blind Sifting

Interview Stage - Transparent Interviews and Presentation
At interview stage we will test against essential skills, experience, knowledge and attributes set out above.
Our transparent interview process involves candidates receiving a selection of attribute-based questions in advance. This has been proven to help neurodiverse candidates and others to perform better at interview and is part of our inclusive culture.

Please note that the interviews will be conducted via video conferencing software (Microsoft Teams).
As part of the interview process, we will require you to complete a timed written task. Candidates will complete the task remotely in the 60 minutes prior to the interview. There will then be a short comfort break prior to the interviewing commencing. Further details will be provided to candidates upon invitation to interview.

It may be necessary for a second stage interview, which will be communicated to the successful candidates, if required.

'Near-miss' candidates (candidates who have performed well at interview stage but haven’t scored high enough for the advertised Senior Associate band) may be considered (in merit order) for an Associate grade post – a band lower than Senior Associate.
