Shape the Future of Our Property Portfolio - This is an exciting opportunity for an accomplished property professional to lead the inspection, maintenance, improvement and compliance of a diverse property portfolio, ensuring that our homes and corporate assets remain safe, compliant, sustainable and fit for purpose.

We are seeking an experienced and highly motivated Senior building surveyor to join our Housing and Corporate Property team.

Working within a dynamic environment, you'll act as the Council's technical expert, providing professional leadership on complex surveying and engineering matters whilst managing significant investment programmes with annual values ranging from £20,000 to £5 million.

You must be fluent in the English language (as a requirement of Part 7 of the Immigration Act “for the effective performance of a customer-facing role”).

The ability to travel throughout the Borough will be required and access to a car.

About the Role

As a senior member of the team, you will:

• Lead complex inspections, condition surveys and compliance assessments across housing and corporate property assets.
• Investigate and diagnose building, mechanical, electrical and infrastructure defects.
• Prepare technical specifications, drawings, tender documentation and contract information.
• Manage contractors and consultants to ensure works are delivered safely, on budget and to agreed standards.
• Act as the Council's technical representative in housing disrepair claims and legal proceedings.
• Fulfil Client and Principal Designer duties under CDM 2015.
• Monitor contractor performance through KPIs, SLAs and contractual performance measures.
• Manage budgets and investment programmes, maximising value for money.
• Provide expert technical advice to senior managers, elected members, residents and external stakeholders.
• Support service improvement, innovation and the development of junior technical staff.

What We're Looking For

You are a confident and experienced surveying or engineering professional with the following qualifications and experience:

• Qualified to degree level or equivalent, with relevant postgraduate experience
• Experience of delivering complex projects and solutions in relation to specialist discipline.
• A thorough knowledge of UK building regulations, policy and guidance with experience of applying this practically and progressively to deliver.
• Experience of leading on complex bespoke contracts, including advanced JCT/NEC forms.
• Experience of managing projects and leading on contract and programme delivery, aligned to standard forms of building contracts and project management principles.
• Experience of driving continuous improvement by analysing performance data, identifying trends, and recommending changes to policy, standards, or operational practices
• Ability to contribute to strategic service development initiatives, ensuring technical solutions align with organisational objectives and regulatory frameworks.
