Job Description

Overview

The London Borough of Harrow is seeking a Senior Contract and Monitoring Officer to support the delivery of commissioning priorities within Adult Social Care. Reporting to the Head of Service, the postholder will work collaboratively with key stakeholders to develop commissioning strategies aimed at improving the health and wellbeing of the local population through essential support and preventative services.

A core focus of this role is the regular contract monitoring and performance review of providers across Learning Disability, Mental Health, Younger Adult, and Children’s services. You will support Strategic Commissioners by ensuring high levels of service delivery and strict contract compliance. This involves a proactive approach to market shaping and market management, ensuring that the local marketplace remains robust and responsive to the needs of vulnerable residents.

The successful candidate will contribute significantly to the development of commissioning strategies and the ongoing assessment of service effectiveness. You will be responsible for building strong, effective relationships with operational staff, partner agencies, and service users to ensure commissioned services are fit for purpose. Where monitoring activities identify areas for improvement, you will be expected to follow these up comprehensively to ensure high standards are maintained.

This role requires a professional with a keen eye for detail and the ability to foster partnership working. It offers a unique opportunity to influence the quality of care and support across a diverse range of specialist services in the borough.


About You

The successful candidate will possess:

  • A strong educational background or clear evidence of relevant further training and professional development.

  • A high level of technical competence across the specific areas detailed in the job description.

  • Proven experience working within Social Care, specifically in Learning Disabilities, Mental Health, Younger Adults, and Children’s services or related fields.

  • Extensive experience in multi-agency collaboration and engaging with a diverse range of stakeholders.

  • Demonstrable experience in monitoring service providers and managing provider relationships.

  • Excellent communication and partnership-working skills to foster effective professional networks.

  • The ability to interpret complex service needs alongside detailed financial data.

  • Practical experience working with various procurement processes and frameworks.

This post will require a satisfactory enhanced DBS check.
