Job description
The Occupancy Programme within the GPA aims to capture and provide anonymised data on building usage across GPA managed buildings and the wider government estate to support strategic and operational evidence-based decisions that will help make the estate smaller, greener and better. The programme is responsible for providing data at many levels of granularity and works with building managers, client managers and facilities staff across departments to collect data. In addition, the programme is required to build a bespoke messaging system to automate the collection of data from existing infrastructure and work with commercial teams, facilities teams, suppliers and building managers to install infrastructure as required to support stakeholders in having access to the data they need to make informed decisions.
The Senior Delivery Manager is a critical role in the delivery of the next stage of the Occupancy Programme responsible for:
- Maintaining the programme vision and engagement for all stakeholders and team, tracking clear targets on the path to ‘Done’ and transition to BAU.
- Managing internal and external teams using Agile techniques and tools to drive delivery, momentum and focus on outputs and outcomes
- Translating stakeholder requirements and business needs into tangible deliverables and technical solutions that are intuitive to end-users
- Translating technical solutions, challenges and constraints to business stakeholders to enable collaborative working
- Data science and analytics to design, infer and articulate large, complex data sets, interpreting data to ensure correct data and informed analysis by 3rd parties
- Lead, manage and coordinate cross-functional teams to a specific outcome or milestone to regularly drive performance, timely deliverables and remove blockers working with commercial, finance and procurement to maintain pace.
- Articulate exacting technical, equipment and capability specifications for successful commercial delivery.
You will have:

- An exceptional ability to build and maintain delivery momentum including identifying issues with workflow and team dynamics
- An eye for understanding and analysing data; translating complex statistics into clear measurable metrics to provide building insights.
Key Responsibilities
- Understand and translate data , lead the data analytics team to transform raw data into measurable and useful building insights for non-technical stakeholders.
- Process development and management, ability to identify, challenge and refine complex processes to ensure simple, impactful, automated solutions are defined and implemented.
- Planning and Delivery , plan and deliver the programme with clear objectives, goals and vision to completion with the agreed definition of done using Agile and Waterfall methodologies and tools.
- Financial and commercial management , negotiate, influence or set budgets / business cases. Responsibility for complex supplier management and ensuring value for money.
- Member of the Occupancy Leadership Team, support the development of the wider Occupancy strategy, shaping the investment and defining the delivery roadmap.

We are looking for an experienced Senior Delivery Manager who has:
- Exceptional delivery skills including planning, risk management and financial management with the ability to identify root causes and remove blockers
- Strong leadership and communication skills, comfortable building and leading high performing and collaborative teams
- Ability to brief succinctly and with clarity at director level
- Ability to rapidly analyse complex problems and find solutions

- Managing and guiding stakeholders through the delivery and improvement of the programme
Essential Criteria
- Project Management , experience in project management both agile and waterfall techniques and tools, an ability to develop new and innovative ways of working and an attention to detail who has the ability to plan and coordinate across diverse teams and multiple stakeholders
- Delivery , experience in leading and optimising complex deliveries including using innovative methodologies to unblock issues to deliver the best possible outcomes. Actively addressing the most complicated risks, issues and dependencies including where ownership exists outside the team or no clear ownership exists
- Technical Competence , experience in communicating technical solutions to non technical stakeholders, managing expectations and moderating complex discussions and risks and technical implementations with the ability to deep-dive into the data, analysis and technical discussions to ensure robust outcomes and shared understanding across teams
- Management and Leadership, A people person, with the ability to inspire and get the best out of others, but is also considered, valuing and supporting the individual and their own personal career journey and professional development
- Commercial Management , experience in contract and supplier management with an ability to negotiate with suppliers ensure value for money
- Financial Management , experience of managing and setting budgets ensuring delivery stays within budget and ensuring value for money.
Desirable Criteria
- Process Implementation , demonstrable experience of analysing complex problems and creating and implementing elegant and impact processes to solve them
- Lifecycle Management , the proven ability to work with the right people at the right time to navigate the programme lifecycle and deliver value including using evidence to continue, change direction or stop
