About the team
This role offers an exciting opportunity for an experienced construction project manager to join a team responsible for managing complex construction projects across Hertfordshire. With extensive construction industry knowledge and project management expertise you will be able to lead outsourced multidisciplinary teams in the delivery of a wide range of construction projects on behalf of Hertfordshire County Council’s services including Children’s Services (Education, Special Educational Needs and Children Looked After), Adult Care, Community Protection, Libraries and Youth Services
You’ll work closely with key stakeholders to ensure that all design and construction management services are delivered through effective customer service and communication with all users of the service including members, service leads, and wider stakeholders. You will be a confident individual, capable of using your initiative to work effectively in some challenging and diverse situations. You will possess excellent leadership, contract management, and communication skills.
About the role
Accountabilities/Responsibilities:
- Developing construction project briefs & specifications, procuring and performance managing teams of external construction technical specialists & advisors.
- Monitor, control and report agreed budgets within defined areas, producing reports, reporting against financial risk and contributing to planning and forecasting to enable service delivery.
- Deliver construction, financial and risk advice to contribute to the creation of strategies to ensure the effective transition of projects from concept though to closure (RIBA stages 0-7) within the time, cost and quality parameters.
- Management of the procurement & delivery of complex construction projects from RIBA 0 to 7, which will include working with a range of stakeholders relating to legal, property estates, planning & development matters that need to be carefully resourced, managed and co-ordinated in order to meet strategic direction and critical timescales.
- Responsible for ensuring the Councils’ statutory and regulatory obligations and duties are discharged across all construction projects.
- Responsible for intervening and reacting to critical issues arising throughout the year in order to maintain the Council’s service provision, requiring programme scrutiny, realignment of priorities, redeployment of resources and communication with relevant Members, service leads, decision and governance boards
About you
Essential
- Educated to a degree level or equivalent experience, including extensive knowledge and expertise of construction delivery related project management and related technical, legal, health and safety requirements including duty holder’s responsibilities.
- Experience of commissioning and managing construction related external contractors and consultants and of developing large and complex briefs and specifications based on knowledge and expertise.
- Experience and technical knowledge of working with different forms of contracts including JCT, NEC and Local Authority bespoke framework agreements
- Experience of communicating and explaining complex, technical issues to a wide range of audience members, including elected members and internal and external stakeholders.
- Experience of leading and managing specialist construction teams.
Desirable
- Understanding of the issues affecting the public sector, with experience of external best practice and an understanding of context and the politics present within the Council and with partners and providers.
