We are looking Senior Digital Portfolio Managers who will play a pivotal role in overseeing a portfolio of digital projects that support the Department’s strategic goals.
Job description
As a Senior Digital Portfolio Manager, you will have an in-depth understanding of, and be able to promote, the strategic and organisational plans and vision for Digital, including comprehensive knowledge of a Director’s Business Plan and broad understanding of Digital’s Strategic aims and objectives.
You’ll drive the development of clear roadmaps, help shape high-value initiatives, and guide teams through planning, project shaping and assurance. Working across Digital, you’ll bring together delivery, financial, architectural, and service insights to enable informed decision-making, mitigate risk, and drive outcomes.
Working with key stakeholders, you will drive effective prioritisation and apply it to inform delivery decisions. You will develop a strong understanding of the performance and risk profile of both live delivery and pipeline activity, enabling you to provide high-quality visibility and insight to stakeholders. You will support the setup of new projects and identify opportunities that align with strategic priorities, offering clear analysis, options and recommendations based on value.
With excellent organisational skills and attention to detail, you will manage multiple workstreams, keep initiatives on track, and unblock issues quickly. You will oversee governance activities, plan quality assurance points, and monitor Board-level decisions and actions to support seamless delivery. You will identify and manage inter project dependencies to reduce risk and maintain momentum.
You will be a proactive and visible leader, guiding teams to identify risks early, make best use of tools and data, and maintain high standards. You will lead and inspire your team, fostering a culture of excellence. You will lead your team in identifying future risks and blockers, helping to embed the use of tooling and information to spot planning and delivery risks, escalating to senior leadership across the Department where necessary
Alongside portfolio leadership, you will actively contribute to the broader community and practice. This includes recruitment, line management, coaching, identifying appropriate training and setting the standards and frameworks for your team.

Hybrid Working
This role may be suitable for hybrid working, which is where an employee works part of the week in their DWP office and part of the week from home. This is a voluntary, non-contractual arrangement and your office will be your contractual place of work.

Salary Information
New entrants to the Civil Service will join on band minimum.
Existing Civil Servants who secure a new role on lateral transfer should maintain their current salary.
Existing Civil Servants who gain promotion will move to the bottom of the grade pay scale or receive a 10% increase in salary, whichever is greater.

Your application will consist of four parts:
1. A Personal Details application form.
2. Employment history - this should contain your work experience and any skills, qualifications and accomplishments relevant to the jobs you have completed.
3. Personal statement - up to 750 words. This statement should be used to provide examples of how you meet the essential criteria below:
- Developing and improving portfolio frameworks, processes and controls - Experience driving continuous improvement across portfolio frameworks or processes, including how work is prioritised, tracked and reported. Takes ownership of key improvement activity, embedding consistent ways of working and ensuring teams operate in line with agreed portfolio standards.
- Delivery knowledge and issue resolution - Proven ability to anticipate and identify delivery risks or early warning signs, take decisive action to resolve issues and maintain momentum to protect outcomes across complex delivery landscape.
- Data Analysis and decision making - Strong analytical skills, experience of using a range of data analysis tools, techniques and providing independent interpretation of portfolio data. Experience of visualising the story of the data and communicate recommendations to a range of senior technical and non-technical stakeholders.
- Relationships Management - Experience in building successful relationships across organisational boundaries with diverse senior stakeholders using strong leadership and communication skills to build, manage and influence key strategic relationships.
- A recognised Portfolio or Programme Management qualification such as: Management of Portfolios (Practitioner), P3O® qualification, Management of Successful Programmes (MSP) or Project Management Institute (PMI).
4. Technical statement (up to 250 words). The following statement is aligned to the required technical skill of Portfolio Management.
- Demonstrable experience leading large scale digital or change portfolios, ensuring delivery is aligned with strategy, shaping portfolio standards, leading teams and delivering confidence in portfolio outcomes.

The sift panel will use the information in your employment history, personal statement, and technical statement to assess your experience, skills and knowledge.
An initial sift will be conducted using the technical statement. Candidates who pass the initial sift will be progressed to a full sift.
If you do progress to a full sift, you will be provided with one combined overall assessment score for both your employment history and Personal Statement.

Stage 2: Interview
If you’re successful at the sift stage, you’ll be invited to a video interview via Microsoft Teams. During the interview, you’ll be assessed against the experience criteria listed under both the essential and technical skill.
You will be asked to do a 5 minute presentation to further assess your experience. Your presentation should focus on the following:
- Describe how you would monitor and control your portfolio and the methods you would use to provide independent assurance to senior leaders?
Interviews will take place from mid February 2026. Sift and Interview dates to be confirmed.
