
Senior Field Intelligence Officer (North West )

We are currently recruiting for a Senior Field Intelligence Officer to join our Intelligence team. This role is essential in the GLAA’s approach to tackling Modern Slavery (Forced or Compulsory Labour) and Labour Exploitation in order to protect some of the most vulnerable victims in the UK.
The primary responsibility for this post will be as a Senior Field Intelligence Officer covering the North West region (which includes the police force areas of Cumbria, Lancashire, Greater Manchester, Merseyside, Cheshire and North Wales)

The GLAA is one of the principal investigative law enforcement bodies for labour exploitation in the UK. The GLAA ensures that workers in the UK are treated fairly, properly and are protected from abuse and exploitation. We have three core functions:
- Regulation - We regulate businesses that provide workers to the horticulture, agriculture, shellfish gathering and food processing and packaging sector. Our regulatory work includes operating a licencing scheme, undertaking inspections to ensure compliance with that scheme, and taking enforcement action where there are breaches.
- Prevention – We work with a broad range of stakeholders locally, nationally, and internationally to help prevent workers from being exploited.
- Enforcement - We investigate allegations of worker abuse under the Modern Slavery Act 2015. GLAA Officers conduct civil and criminal investigations and take enforcement action, including prosecutions and court orders to disrupt criminal activity. We also support victims who have been abused, in particular by ensuring they can access specialist help from our partners.
Job description
The core focus of the role is to support the Intelligence function of the GLAA in the gathering, recording, risk assessment, analysis and development of information received from a variety of open and closed sources.
The role holders are responsible for -
- Implementing intelligence strategy, policy and procedures as directed by the Head of Intelligence.
- Proactively gathering intelligence based on the strategic threat assessment as tasked via TTCG.
- Liaising and maintaining effective working relationships with law enforcement, other government departments and relevant partner agencies and internal colleagues to explore all potential opportunities for intelligence development, exchange and joint operational working.
- Identifying, assessing feasibility, deployment and advising on opportunities for the deployment of proactive intervention methodologies and/or covert investigative techniques.
- Advising and providing intelligence support and debriefing for operations submitted to or sanctioned by the Tasking and Co-ordination Group.
- Promoting the acquisition of intelligence in line with the Tasking and Co-ordinating Groups requirements/priorities and community intelligence.
- Producing intelligence development packages for GLAA operational or external agency consideration that are relevant, timely and actionable.
- Identify and profile potential targets emerging from intelligence development activity.
- Analysing and profiling offenders, incidents, offences, associations and networks.
- Disseminating intelligence requirements/priorities in accordance with GLAA policies and national best practise whilst ensuring that appropriate security precautions are taken in respect of intelligence information, data exchange and joint agency co-operation.
- Working within legislative requirements (eg RIPA, IPA).
- Assessing new sources of information in terms of reliability, motive, risk and potential for engagement under the provisions of RIPA for directed surveillance.
- Identifying new, potential or emerging issues or trends in labour exploitation across all employment sectors and preparing high quality reports on matters as appropriate.
- Undertake any other reasonable duties that may be required by the GLAA.

The Government’s plan to Make Work Pay included a commitment to establish a single enforcement body to enforce workers’ rights, including strong powers to inspect workplaces and take action against exploitation. Bringing together state enforcement for workers’ rights will better support businesses who want to comply with the rules, create a strong, recognisable single brand so individuals know where to go for help, and lead to a more effective use of resources and coordinated enforcement action. Bringing state employment enforcement together will create a single executive agency of the Department for Business and Trade known as the Fair Work Agency (FWA). The FWA will bring together the enforcement bodies – HMRC’s National Minimum Wage enforcement function (HMRC NMW), the Employment Agency Standards Inspectorate (EAS), the Gangmasters and Labour Abuse Authority (GLAA) and the Director of Labour Markets (DLME) strategic functions.
This role is part of a transition process and is expected to transfer to The Fair Work Agency (FWA) as part of planned organisational changes. Further details will be provided as appropriate during the recruitment process
Person specification

Essential:
- Previous experience in the planning and execution of intelligence gathering operations including the deployment of covert or sensitive investigative techniques.
- Previous experience in the preparation of authority documents for the deployment of sensitive techniques (e.g. Directed Surveillance and/or communications data).
- Knowledge and understanding of the National Intelligence Model including the practical application of national standards in the recording and dissemination of intelligence material.
- A good understanding of investigative processes.
- Experience in managing confidential or sensitive sources.
- Ability to analyse large amounts of information accurately and explore all alternatives before implementing action.
- Strong organisational and interpersonal skills.
- Adept at working to tight deadlines and managing conflicting priorities.
- Experience in conducting and implementing operational risk assessment techniques.
- Ability to take direction, work as part of a team or on own initiative.
- IT literate with a good working knowledge of Microsoft Office products.
Desirable:
- Experience of working within a complex regulatory framework.
- A relevant qualification in Intelligence (eg IPP).
- Experience in the use of digital imagery and recording equipment.
Due to the nature of this role the successful candidate must already hold, or be able to attain, Non-Police Personnel Vetting (NPPV) at Level 3 to undertake this role (This is in addition to the requirement to hold / obtain SC Vetting)
