Job description
This is a technical role at the centre of the WRA’s operational delivery team.
Working directly to the Landfill Disposals Tax Lead, this role will involve developing our approach to and working on WRA’s application of the Unauthorised Disposals Tax (UD); part of Landfill Disposals Tax (LDT).
You will have good working knowledge of applying tax legislation. You will have experience in planning, risk assessing and managing multiple investigations and have a track record of delivery in a tax investigation field along with experience in applying different approaches and methodologies to support tax investigations.
You will partner with Natural Resources Wales (NRW) to develop UD cases, leading on the strategic development of a pipeline of cases to charge tax on. You will also lead on the investigations, making tactical decisions on how best to progress.
You will have a good understanding of intelligence risk management criteria and how this links with partner agencies investigations, along with a working knowledge of HUMINT processes and management of confidential data.
You will build on existing strategic relationships with key external law enforcement partners and attend working groups to establish and build trust and support future civil and criminal case investigation.
You will help develop and translate policy and legislative requirements into practice.
The Unauthorised Disposals Tax activity will play a key part in supporting WRA’s corporate plan objectives.
You will develop a detailed understanding of the LDT legislation as well as the Tax Collection and Management (Wales) Act 2016. You will be proactive in your learning and keep up to date with changes to the tax and processes.

Person specification
- Lead WRA’s application of LDT to illegal waste cases
- Gather and analyse a substantial amount of evidence in the investigation of cases, progressing through to resolution
- Lead site visits, build complex case files and maintain records and exhibits
- Professionally communicate verbally and in writing with agents and UD subjects under investigation.
- Provide technical advice on UD LDT to potential taxpayers
- Identify vulnerabilities, risks and threats to non-compliance
- Develop and apply a range of compliance responses to emerging risks, including upstream and one to many approaches
- Work hand-in-hand with key internal stakeholders, e.g. legal and policy teams, to develop the most efficient approach to addressing risks
- Attend regular meetings, providing updates and assurance on UD progress
- Update records
- Produce internal governance reports
- Contribute to the future strategy and operational approach of UD
- Build and maintain an effective working relationship with Natural Resources Wales to identify a pipeline of illegal waste cases suitable for UD
- Contribute to WRA’s intelligence handling capability
- Establish, build trust with and maintain strategic relationships for mutual benefit with external law enforcement stakeholders - GAIN, JUWC, HMRC, Revenue Scotland, Environment Agency and Local Authorities
- Identify and develop new LDT policies
- Identify blockers to delivery and create plans to address delivery risks
- Manage complex reviews, appeals, dispute resolution and tribunals including disclosure and presentation of evidence
- Work with NRW stakeholders to disrupt and change behaviour to decrease waste crime in Wales
