Job summary
We are currently looking for a Senior Manager – Assessment, Analysis & Collection to join our Criminal Enforcement Unit Function within the Safety & Surveillance group.
This is a full-time opportunity, on a permanent basis. The role is a home-based role but will require occasional travel to 10 South Colonnade, Canary Wharf London, E14 4PU or South Mimms, Hertfordshire. Please be aware that this role can only be worked in the UK and not overseas.

The Criminal Enforcement Unit is a dedicated law enforcement function within the MHRA, leading interventions to tackle the most serious criminal threats to the public from the illegal sale and supply of medicines and medical devices.
MHRA’s Criminal Enforcement Unit (CEU) is a multi-disciplinary function that sits within the Safety and Surveillance Group. The Group brings together into a single integrated structure, devices and medicines safety expertise with criminal enforcement capabilities. The CEU takes action to protect the public by preventing, disrupting and detecting the illegal trade in human medicines and medical devices.
Job description
What’s the role?
The postholder is the head of profession for intelligence assessment and analysis within the MHRA’s Criminal Enforcement Unit. They lead a small team of analysts and researchers and provide strategic direction and operational leadership.
The main purpose of the role is to lead Assessment, Analysis and Collection (AAC) – one of five teams within the CEU function, delivering multiple capabilities enabling it to meet its strategic aim. AAC sits at the centre of the CEU, setting and maintaining its high-level direction and informing decision-making. The strategic insight derived from the work of AAC is the engine driving the Agency’s criminal threat reduction activity. The postholder is the strategic intelligence lead for the MHRA Criminal Enforcement Unit and head of profession for intelligence assessment.
Key responsibilities:
As the analysis and assessment professional lead, guiding intelligence collection to fill gaps in strategic understanding, strengthening the use of structured analytical techniques, and innovating solutions to challenging intelligence problems.
Maintaining and articulating a comprehensive, persuasive and intelligence-based single picture of the criminal threat from medicines and medical devices related offending, to set the direction of the CEU, inform decision-making and drive criminal threat reduction activity.
Leading for the CEU on the production of the Medicines Crime Strategic Threat Assessment, annual control strategy, Strategic Intelligence Requirement (SIR) and ad hoc assessed intelligence products ensuring these meet professional standards and provide robust judgement and insight.

Essential criteria
Delivery of Strategic Threat and Risk Assessments to better understand the factors that contribute to crime.
Devising strategies to assist in the detection, prevention, targeting and disruption of criminal threats.
Managing delivery of Strategic and Tactical Tasking and Coordination Group functions.
Coordinating intelligence support to criminal investigations including tactical assessments and problem profiles.
Stakeholder engagement and communication.
Desirable criteria
We are especially keen to hear from candidates who have experience in one or more of the following areas in a law enforcement environment:
Prioritisation of resources based on the Management of Risk in Law Enforcement process (MoRiLE)
Developing and maintaining strong working relationships across internal departments, external stakeholders and law enforcement agencies.
Supervising multiple operational support functions including criminal enforcement deployments, covert deployments and the responding to crime and incident referrals.

Experience Criteria:
Substantial recent experience in supervising and quality assuring the production of all- source assessed intelligence products (including strategic threat assessments), annual control strategies and Strategic Intelligence Requirements. (A, I)
Recent experience of successfully applying the principles of the National Intelligence Model to the collection, development and use of criminal intelligence. (A)
Significant recent experience of using structured analytical techniques in all-source intelligence assessment and analysis sufficient to oversee the delivery of this capability and to perform the role of head of profession for the Agency. (A, I, T)
Technical Criteria:
Recent recognised formal training (GIAT or equivalent) in strategic intelligence assessment and analysis or recently evidenced competence to ‘advanced’ level against the PHIA Professional Development Framework (A)
Competence to ‘advanced practitioner’ level against core GCFP professional standards (intelligence) and ‘practitioner’ level against their ‘manager’ standards (A)
Strong working knowledge of the principles of the National Intelligence Model, the authorisation procedures of the Regulation of Investigatory Powers Act 2000 (and related legislation) and criminal disclosure (A, I)
Exceptional written and verbal communication skills and a proven ability to write well-focused, penetrating reports fully independently, that articulate complex matters clearly and concisely in a way that aids comprehension (A, T, P)
