Job summary

At Ofgem, we are redefining how energy networks operate as the system transitions to Net Zero, and we’re seeking a Senior Manager to play a key role in that transformation as a leading player in our Gas Transmission team.

We’re offering a permanent opportunity within our Networks Price Control Directorate, Gas Transmission team, at a critical point in the evolution of the energy system. This role sits at the centre of how a safe, reliable and cost-effective National Transmission System continues to supply gas to where it is needed, as well as supports electricity system security.

You’ll contribute to how regulatory approaches evolve to meet long-term system needs, helping ensure networks are ready for the future while continuing to deliver for consumers. Your work will support how performance is judged, how value is delivered and how the system remains resilient as it undergoes significant change.

Bringing together industry, government and regulatory perspectives, you will ensure decisions that affect how networks operate and develop over time are both supported and represented. In doing so, you’ll contribute to outcomes that balance affordability, reliability and the transition to a lower-carbon system.

Job description

As a Senior Manager in the Gas Transmission team, you’ll be involved in work that is central to ensuring reliable and resilient supply of gas in the years ahead. You’ll discover a close-knit, supportive team that values collaboration and shared learning, and promotes opportunities to contribute more widely across Ofgem. You will be:

  • Leading the operation, monitoring, and evaluation of the gas transmission price control to hold National Gas Transmission to account for the deliverables funded by consumers.
  • Identifying and developing analytical approaches to address regulatory, policy, and commercial issues in gas transmission, including those that may influence RIIO‑4.
  • Engaging with National Gas Transmission on their submissions and participating in discussions to understand factors influencing performance or requests for funding.
  • Working closely with electricity transmission, gas and electricity distribution colleagues, as well as with the finance, engineering, and legal teams to resolve issues and shape policy.
  • Effectively managing junior staff and projects to ensure timely delivery.
  • Responding flexibly to changing priorities and helping manage organisational risk, including providing analytical support to new workstreams across sector price controls as required.

Person specification

But what skills do you need? You’ll bring strong analytical capabilities, with the ability to work confidently with complex data, test assumptions and form clear conclusions. You’ll be an excellent communicator of technical information in a way that supports understanding and decision-making, and you’ll be able to work collaboratively to resolve problems. Experience of regulation or policy development, alongside effective project management and the ability to deliver to challenging timelines, will be important components of your skillset.

Essential Criteria:

  • Excellent analytical skills, both quantitative and qualitative, with demonstrated ability to think critically, validate and analyse complex data, and to challenge and sense check results. (LEAD)
  • Strong written and oral communication skills, with the ability to communicate technical information clearly and concisely and to work collaboratively to solve problems. (LEAD)
  • Experience of regulation or public sector policy development.
  • Project management skills and ability to use these to successfully deliver work in challenging timescales.
