A bit about the role...
Working in a team with Martin Taylor, our Head of Housing Guarantees Transactions the Senior Manager – Housing Guarantees Transactions will play a critical role in ensuring that Homes England is an effective programme partner for MHCLG in the delivery of its Housing Guarantee Schemes. These schemes are operated by private sector delivery partners under licence from MHCLG. The delivery partner raises long term debt from institutional investors – usually via public bond issuances – on-lends this to developers of specialist Build to Rent and Affordable Housing and manages the loans over their term (which can be up to 30 years). Because government (via the secretary of state for MHCLG) guarantees that investors will get repaid on time, it is less risky for investors than lending directly to the developers.. Homes England manages the licences with the delivery partners on MHCLG’s behalf, and the Senior Manager – Housing Guarantee Transactions will be key to overseeing the deployment and portfolio management of the guarantee programmes, building relationships with the private sector partners, MHCLG and Homes England’s internal stakeholders. You will be joining our small and highly skilled team who are committed to the delivery of the Housing Guarantee Schemes.

Person specification
A bit about you…
You will be comfortable being involved in discussion about, and often guiding delivery partners through, any issues arising on new transactions and portfolio management. This will require you to use your lending expertise, your sector expertise, your understanding of how government relationships with private sector partners operate, an understanding of what risks MHCLG faces as guarantor and how to navigate government approval processes, often within a very tight timeframe.
You will be resilient and comfortable managing stakeholders at a senior level and your discussions will always be shaped by a good understanding of the commercial and operational impact of what we do as a team. You will enjoy working in an innovative, fun and engaging way and be able to negotiate and persuade. You will understand how to manage colleagues and be able to demonstrate you can work with others as part of a team in a collaborative, inclusive way.
