Job purpose

The Senior Manager – Strategic Projects role supports the design and delivery of strategic, organisation-wide people and culture initiatives that support the People and Culture strategy and strengthen organisational performance.

Working with the HR Senior Leadership Team and senior leaders across the Agency, the role translates strategic priorities into impactful, inclusive and evidence-based programmes, ensuring delivery of measurable outcomes that support workforce ambitions.

The role manages a small team and works collaboratively across cross-functional and matrix environments, managing interdependencies, risks, governance, resources and delivery plans to ensure activity is effectively prioritised and aligned with wider organisational objectives.

Job description

Key accountabilities and responsibilities

  • Lead the design, development and end-to-end delivery of organisation-wide HR, people development and culture programmes, ensuring alignment with organisational strategy and priorities.
  • Lead the implementation and embedding of leadership standards, behaviours and capability frameworks across the employee lifecycle, working with senior leaders to secure visible sponsorship and role-modelling.
  • Shape and deliver initiatives that strengthen careers, talent, succession planning, workforce planning and organisational capability, using workforce insight to identify priorities and measure impact.
  • Lead employee listening and engagement activity, including employee and pulse surveys, translating insight into evidence-based priorities, actions and continuous improvement.
  • Lead and embed Equality, Diversity and Inclusion within employment practices, including workforce diversity insight, pay gap reporting and action planning, ensuring inclusive outcomes are integral to programme design and delivery.
  • Build trusted relationships with senior leaders, HR colleagues, trade unions and other internal and external stakeholders, using effective consultation, challenge and influencing to gain commitment and resolve competing priorities.
  • Lead and develop project teams and matrix resources, providing clear direction, coaching and support while fostering collaboration, accountability and high performance.
  • Prepare and present clear, evidence-based reports, recommendations and updates for senior leadership and governance forums, using qualitative and quantitative insight to support decision-making.
  • Ensure new approaches are effectively communicated, implemented, evaluated and embedded into business-as-usual activity, identifying opportunities to improve processes, colleague experience and organisational effectiveness.

Person specification

Key skills, knowledge and experience

  • CIPD membership and a relevant degree, professional qualification or equivalent demonstrable experience.
  • Substantial experience of leading and delivering complex, organisation-wide HR, organisational development, talent or people transformation programmes through the full project lifecycle, from concept to sustainable business-as-usual delivery.
  • Broad and current HR knowledge across the employee lifecycle, with strong expertise in one or more of the following: leadership and capability, talent and succession, workforce planning, employee engagement, organisational development or EDI.
  • Strong project and programme management capability, including business case development, governance, planning, budget and resource management, risk and issue management, benefits realisation, evaluation and reporting against outcomes and KPIs.
  • Proven ability to translate strategy, evidence and workforce insight into practical, inclusive solutions with clear measures of organisational and colleague impact.
  • Credible and influential stakeholder management skills, with experience of advising and constructively challenging senior leaders, navigating ambiguity and competing priorities, and building consensus across organisational boundaries.
  • Experience of leading, coaching and developing teams, including delivery through cross-functional and matrix arrangements.
  • Strong analytical, problem-solving and communication skills, including the ability to interpret complex information and present clear recommendations, reports and business cases to senior and Board-level audiences.
  • A sound understanding of HR-related legal, policy, employee relations and EDI considerations, including experience of effective consultation and engagement with colleagues, trade unions and other stakeholders.
  • Demonstrable commitment to inclusive leadership, continuous improvement and creating a positive, high-performing culture.
