Job description

This post is for a Senior Operational Policy Manager in the Joint Extremism Unit.

The Joint Extremism Unit (JEXU), run by HMPPS and Home Office’s HSG, is the strategic centre for all counter-terrorism work with offenders in England and Wales. It has oversight of CT delivery across the end-to-end offender management process, from entry into prison to community management on licence.

This is an exciting opportunity to join JEXU’s Operational Policy team during a period of operational challenge and change. The post will involve significant engagement across HMPPS and MOJ, working with policy, analysis, operational and other teams to develop policy that delivers real operational outcomes for frontline CT delivery.

The role will report to the Head of Operational Policy and its responsibilities will include:

  • Lead the development of CT operational policy to underpin the frontline response to terrorism risk in the prison and probation sector.
  • Review the broad architecture of CT operational policy in the sector so that it is lean, cohesive and responsive to the needs of frontline operational staff.
  • Ensure that all operational policy is developed in alignment with our strategic approach to CT in prisons and probation and linked to the objectives of CONTEST and Prevent in the Home Office.
  • Become an active and engaged member of the team to help it flourish, support the team with administrative tasks and engage in JEXU’s broader corporate activities.
  • Be prepared to play a key HQ leadership role in the event of a critical incident.

The duties/responsibilities listed above describe the post as it is at present and are not intended to be exhaustive. The post holder is not expected to have line management responsibilities immediately, but that may change as the team grows over time. The post holder is expected to accept reasonable alterations and additional tasks of a similar level that may be necessary. Significant adjustments may require re-examination under the Job Evaluation scheme and shall be discussed in the first instance with the job holder.
