Senior Plans Officer (Emergency Resilience Planning) – 2 posts

6-month fixed term contract

We're looking for two emergency planning professionals to join Wirral's Community Safety service, to lead a focused programme of plan development for the Council.

The Council's resilience function: one day you might be updating a hazard-specific plan or briefing elected members, the next you could be supporting a live incident response or leading a multi-agency exercise.

About the Role

This is a plan-writing role first and foremost. You'll draft, review and update the Council's emergency plans against an agreed work programme, consulting Council services and partner agencies to gather what's needed and making sure everything reflects the Civil Contingencies Act 2004, relevant regulations and current resilience guidance. You'll also pick up some supporting tasks along the way, such as supporting training sessions and contributing to horizon scanning.

About the Candidate

The successful candidate will have extensive experience of writing or contributing to emergency plans, business continuity plans, procedures or similar technical/operational documents. You will have the ability to engage and consult with stakeholders to gather information and convert technical or legislative source material into clear, usable documents.

This is a great opportunity for someone who wants focused, deliverable-driven work within a supportive resilience team.

For an informal discussion regarding this opportunity, please contact: antonybrown1@wirral.gov.uk

Shortlisting will take place on 12 & 13 October 2026, and interviews will take place on Monday 26 October & Tuesday 27 October

These posts are subject to Non-Police Personnel Level 2 (NPPV2F) clearance.

We believe in giving you the flexibility to work where you’re most productive. This role offers a hybrid working arrangement, combining the benefits of remote work with the collaboration and connection of in-office days, twice a week.

We welcome applications from all suitably qualified candidates. For this vacancy, candidates must have an existing right to work in the UK before commencing employment. Skilled Worker visa sponsorship is not available for this post. Eligibility to work in the UK will be verified in the final stages of the selection process.

This is not legal advice, and we advise you to seek your own independent legal advice tailored to your own personal circumstances.

If you are a Wirral resident, are unemployed or out of work, and require help with your application, please contact Involve Northwest’s employment and skills team on info@involvenorthwest.org.uk or contact 0151 644 4500 or 0151 652 4349.
