Job summary

At Ofgem, enabling the continued growth of offshore wind is central to delivering Net Zero, and we’re seeking a Senior Policy Lead to help shape how offshore transmission assets are regulated and renewed for the long term.

We’re offering a permanent opportunity in our Offshore Transmission Owner (OFTO) Policy and Investment team, which plays a critical role in developing the regulatory and investment frameworks that underpin the offshore transmission system.

Sitting at the centre of work that supports the continued operation of offshore wind transmission assets, you will support the delivery of around £20bn in offshore transmission investment over the next five years. You’ll lead policy that supports the renewal and evolution of the OFTO programme, helping maximise the life of offshore transmission assets, encourage new investment and maintain confidence in work that is fundamental to the UK’s renewable energy ambitions.

You’ll work cross-functionally to inform and question decision-making, engage with industry, government and internal colleagues and ensure risks are identified, trade-offs are understood, and policy decisions are robust and investable.

Job description

We’re looking for someone with some experience in policy development and delivery, and potentially a civil service background in the Treasury, or Department of Energy Security and Net Zero or Business and Trade. You’ll have exposure to commercial or regulatory challenges linked to large infrastructure projects and will bring strong analytical and strategic thinking skills, excellent communication capabilities and confidence in managing multiple workstreams and stakeholders.

Person specification

Essential:

  • Knowledge and experience of policy development and decision making, with a strong track record of delivering a portfolio of policy work against challenging deadlines and demonstrating an understanding of investment drivers, business models, and market dynamics. (LEAD)
  • Excellent written and verbal communication skills, with the ability to effectively communicate complex issues to non-expert audiences and to engage credibly on commercial issues with external stakeholders. (LEAD)
  • Strong strategic thinking and analytical skills and a proven ability to use these to analyse complex concepts, develop solutions and options, and present policy recommendations that consider trade-offs, risks, and dependencies to aid effective decision making.
  • Demonstrable experience in managing multiple workstreams and multiple stakeholders, including interaction with internal and external teams (eg external legal, technical and financial advisers).
  • Clearly identifies and communicates the relevance, interdependencies and strategic fit of their work to organisational priorities both internally and externally.

Desirable:

  • Familiarity with the energy and utility networks sectors, such as the Electricity Act and/or an understanding of the concepts and application of economic regulation.
