Job summary

At Ofgem, we are shaping how the energy system evolves as it transitions towards Net Zero, and we’re seeking Senior Policy Managers to help drive that change across both hydrogen and gas.

We’re offering four permanent opportunities within our Energy Systems Management and Security directorate, across our Hydrogen Market Framework and Gas Systems and Operation teams. These roles sit at the centre of how both emerging and existing systems evolve to meet the challenges of decarbonisation, security of supply and long-term affordability.

Our Hydrogen Market Framework team is recruiting for three of the four posts, and you’ll influence how a new hydrogen-based energy system takes shape, supporting investment while ensuring it delivers for consumers.

The final role sits within our Gas Systems and Operation team, where you’ll contribute to how existing systems adapt to a changing landscape, and ensure they remain secure, resilient and fit for purpose as the transition progresses.

Across both areas, you’ll work on issues that require careful judgment and clear thinking, helping ensure decisions reflect long-term system needs as well as immediate priorities.

Job description

To be considered, you’ll need experience of delivering policy, with the ability to comprehensively deal with complex problems, assess costs and benefits, and develop clear, evidence-based recommendations that reflect risks, trade-offs and wider impacts. You’ll be highly organised, with project and research expertise and the ability to manage resources and deliver at pace. With excellent collaboration and communication skills, you’ll be equipped to build relationships and provide information that non-technical audiences will be able to grasp. Knowledge or experience of hydrogen or gas regulation, or a comparable regulated sector, will be critical.

Person specification

Essential Criteria:

  • Policy delivery: demonstrated policy delivery, showing the ability to identify, analyse, and articulate complex problems; assess costs and benefits, identify need for analytical, technical, or legal support, and present robust policy recommendations which highlight risks, trade-offs and wider impacts.   • Organisational skills: the ability to identify and scope appropriate project/research work, plan ahead, prioritise activities (or resources), manage multiple priorities to successfully deliver at pace.
  • Collaboration skills: Ability to build and maintain effective relationships with internal and external stakeholders.
  • Communication skills: Strong written and verbal communication skills that effectively communicate complex issues to non-expert audiences in written documents and orally. Ability to frame policy options and present appropriate analysis to support senior decision-making.
  • Sector knowledge or experience: Knowledge or experience working on hydrogen or gas regulation or equivalent regulated sector.
