
Senior Procurement Manager – Policy, Assurance & Capability
Job summary
We have an exciting opportunity for a Senior Procurement Manager to join the Commercial Group and lead on commercial policy, assurance and capability across HM Land Registry (HMLR). In this role, you will develop and own commercial policies, procedures and guidance, ensuring they are clear, up to date and aligned with business needs. You will use your commercial acumen to ensure procurement activities across HMLR follow the relevant legislation, procurement regulations and wider government guidance. You will have a passion for developing and maintaining commercial management information and providing high quality commercial advice and guidance. You will drive continuous improvement of HMLR's commercial policies and procedures and have the confidence to develop and deliver initiatives that increase commercial capability in HMLR's Commercial Group and across the organisation.Job description
Main Duties:
- Ensuring all HM Land Registry commercial activities meet the guidelines established for best practice as set out in Managing public money, Government Commercial Functional Standards and adhere to Procurement legislation and the HM Land Registry policy and Commercial Strategy
- Assess and measure the performance of HM Land Registry’s Commercial Group against the Government Commercial Functional Standards and monitor action plans to drive the department towards achieving the highest possible standard
- Responsible for ensuring all Commercial Group documentation and guidance (policies, processes, reports and templates) are kept up-to-date and accurate and new ones are developed when necessary, including opportunities to deliver ‘policy through procurement’
- Responsible for undertaking assurance activity to ensure compliance with commercial policies and processes.
- Responsible for developing and ensuring the provision of accurate Commercial Group MI data and production of reports for MHCLG, Cabinet Office HMLR Boards & Committees along with Monthly and Quarterly Dashboards
- Responsible for ensuring all Freedom of Information (FOI) requests are dealt with in an accurate and timely manner
- Responsible for ensuring relevant systems including Oracle Fusion purchase to pay and Atamis eSourcing are used and maintained appropriately and provide the expected level of service
- Identify capability development needs across HMLR and creating/ supporting delivery of initiatives to raise commercial capability
This role will be accountable to the Senior Commercial Manager.
Leadership and Team working:
- The role will interact with staff at all grades including Senior Executive level across HM Land Registry therefore the post holder will need to possess excellent communication and interpersonal skills with internal and external stakeholders
- You will be a member of the Commercial Group and will be required to work collaboratively within the team and with other Government departments such as MHCLG, Cabinet Office, Crown Commercial Service and Government Commercial Function

Person specification
To be successful in this role, you will:
- Hold or be working towards a full professional qualification in procurement & supply at MCIPS (Professional Membership of Chartered Institute of Procurement & Supply) or equivalent
- Have experience delivering high quality and, practical procurement related advice, guidance and management information
- Have experience procuring goods and/or services and contract management in a similar environment
- Have experience managing Purchase to Pay, eSourcing and Contract Management systems
- Have knowledge and understanding of service management and use of KPIs and Management Information to support service delivery
Where an individual taking up the responsibility will be based in Swansea Office, the ability to speak Welsh is desirable.
