Job summary

We are looking for 2 x Senior Project Managers to join the UK Health Security Campus Programme. The overall aim of the programme is to deliver new modern fit for purpose science facilities, creating a hub for the critical scientific capabilities the UK needs to deliver on key health security objectives and National Biosecurity. The UK Health Security Campus Programme aims to enhance and replace existing UKHSA infrastructure, most importantly its aging high containment laboratories, which are essential for protecting the nation against potentially highly infectious diseases.

The programme has a small civil service core team to deliver high value complex capital infrastructure construction programme of works. It leads, directs, manages and controls the day-to-day work and running of the projects. Overall, this is headed by the Programme Director, supported by Lead Project Manager, project teams, PMO and technical assurance team. The programme is supported by professional services delivery partners appointed through framework of specialist suppliers for design, technical, project management, commercial and cost management and other disciplines.

The Senior Project Manager will be responsible for programme of new science facilities and will report to the Lead Project Manager.

Job description

As Senior Project Manager you will lead on the day to day running of construction projects throughout the RIBA stages within the UK Health Security Campus Programme. These will be typically moderate to high in complexity and are likely to influence the UKHSA long term outcomes, goals or in year strategic objectives.

You will be responsible for overseeing the end-to-end delivery of construction infrastructure projects, ensuring that the projects are delivered within the agreed time, cost, and quality constraints. You will have effective leadership, interpersonal and communication skills and will play a key role in project governance, working with stakeholders to ensure the agreed project outputs are delivered to enable benefit realisation.

The post holder will also be the prime contact and leader of significant teams of outsourced professional service providers.

This role is a government project delivery profession role and part of UKHSA’s project delivery resource model. It is aligned to the Project Delivery Capability Framework (PDCF) career pathway Project Manager 3.

The role also includes elements that align to the Government Property Function Profession - Property and Construction Manager

The main responsibilities for this role are as follows:

  • Lead the day-to-day running of the construction infrastructure project(s) within specialised microbiology labs, science labs, health care environment, with ownership and accountability for delivering agreed outcomes within time, cost, and quality constraints.
  • Provide effective leadership and line management to the project team.
  • Timely drafting and submission of individual project option appraisals, feasibility reports, business cases and board papers; driving design innovation.
  • Develop and maintain project plans and determine appropriate delivery methodology. Setting project controls, managing performance and report progress to sponsors.
  • Design the project structure, identify skills and resource requirements appropriate to the stage, effectively managing the transition between phases.
  • Lead the development of the budget and track project spend.
  • Identify and monitor project risks and issues. Develop mitigating actions, escalating as appropriate. Identify and work with related projects to manage interdependencies.
  • Support effective governance and decision making. Provide project reports, engaging in processes that hold you accountable for delivery.
  • Engage with assurance reviews and support recommended action. Co-ordinate project assurance processes and gateway reviews.
  • Set up effective change control processes, including documenting agreed changes to the project deliverables.
  • Deliver the agreed business case benefits and outcomes. Monitor the longer-term delivery of benefits against the business case, ensuring an appropriate Benefits Realisation Strategy is in place.
  • Identify key stakeholders, internal and external, including DHSC, HMT & Cabinet Office (NISTA) and effectively manage these relationships.
  • Work with commercial teams to procure, contract and performance management of supply chains.
  • Manage the performance of supply chain partners, collating and reporting on key performance measures, escalating where required.
  • Embedding wider efficiency targets set by the Cabinet Office and National Infrastructure and Service Transformation Authority (NISTA), such as the implementation of building information modelling, government soft landings by the inclusion of FM professionals, and collaborative procurement - particularly early contractor engagement and project bank accounts.
  • Ensure projects meet all statutory and legislative standards and are delivered in compliance with government policies and governance procedures, including and understanding and compliance with estate related regulatory and professional requirements.
  • Role model commitment to personal development, promoting individual and team performance through support, guidance and coaching.
  • Be an active member of the UKHSA Project Delivery Profession Community.

Person specification

Essential role criteria:

  • A successful track record of managing several medium complexity construction infrastructure projects within a property profession discipline or infrastructure construction environment. (lead criteria)
  • Detailed knowledge and experience of governance, assurance, planning, budget management, risk and issue management and change control in a construction infrastructure project delivery environment.
  • Working knowledge of business case development and benefits management, including experience of drafting and presenting business cases and option appraisals.
  • Knowledge and experience in the use of the RIBA digital plan of works.
  • Knowledge and experience of contract and commercial management, including managing contractual claims and contractual variations.
  • A visible leader with strong interpersonal skills, with the ability to develop effective relationships with a wide range of stakeholders, demonstrated through the ability to influence and challenge effectively at a senior level.
  • Has knowledge and experience of using PPC 2000, NEC3/4 forms of contracts and contract remedies.
  • Holds APM Project Management Qualification, APM Chartered Project Professional, Project Leadership Programme or PMI Project Management Professional or equivalent experience.
  • Holds a recognised construction qualification, such as the chartered institute of building (CIOB), Royal Institute of Chartered Surveyors (RICS), Institution of Civil Engineers (ICE) or equivalent technical experience.

Eligibility Criteria

Salary Information

If you are successful at interview, and are moving from another government department, NHS, or Local Authority, the relevant starting salary principles for level transfers or promotions will apply. Otherwise, roles are offered at the pay scale minimum for the grade, but in exceptional circumstances there may be flexibility if you are able to demonstrate you are already in receipt of an existing, higher salary. Pay increases are through the relevant annual pay award for the role and terms.

  • £58,340- £68,574 (Outer London)
  • £60,494- £70,566 (Inner London)

Hybrid any Core HQ

This role is being offered as hybrid working based at any of our Core HQ’s. We offer great flexible working opportunities at UKHSA and operate using a hybrid working model where business needs allow. This provides us with greater flexibility about how and where we work, to get the best from our workforce. As a hybrid worker, you will be expected to spend a minimum of 60% of your contractual working hours (approximately 3 days a week pro rata, (averaged over a month) working at one of UKHSA's core HQ’s (Birmingham, Leeds, Liverpool, and London)

Most of our core HQ offices are modern and newly refurbished with excellent city centre transport link and benefit from benefit from co-location with other government departments such as the Department for Health and Social Care (DHSC).

Future location

The new facilities will start becoming operational in the mid-2030s, with full completion by 2038. Staff will move in phases as facilities become available.
