Persona: Agile Worker: 20% - 40% of contractual hours to be worked from reporting office/working location (hybrid working)

Are you confident managing complex service charge portfolios and applying legislation in practice not just theory?

Do you have the technical expertise to produce accurate service charge budgets and actuals, while confidently managing queries, challenges, and stakeholder expectations?

At L&Q, we are looking for a Senior Service Charge Analyst to take ownership of a large and complex portfolio, ensuring service charges are accurate, compliant, and clearly communicated to residents and stakeholders. This is a high-accountability role, requiring strong analytical capability, attention to detail, and confidence in applying legislation and lease interpretation in real-world scenarios.

Your impact in the role:

  • Own the end-to-end delivery of service charge estimates and actuals across your designated portfolio

  • Manage a large-scale portfolio covering c.100,000 homes and £130m in service charge value, ensuring accuracy and transparency

  • Analyse financial data, identifying variances and ensuring all costs are correctly allocated and recoverable

  • Take ownership of service charge deficits, identifying risks and driving solutions to improve cost recovery

  • Interpret leases and tenancy agreements to ensure correct apportionment of service charges

  • Ensure full compliance with service charge legislation, including Sections 18–30 of the Landlord & Tenant Act and relevant regulatory frameworks

  • Manage and resolve complex resident and stakeholder queries and complaints within agreed service levels

  • Prepare and support First Tier Tribunal (FTT) cases where required, presenting clear and accurate information

  • Work collaboratively with internal teams (including Neighbourhoods, Finance, Compliance and Legal) to ensure service charge accuracy and alignment, avoiding duplication of costs

What you'll bring:

  • A strong working knowledge of service charge legislation and regulatory frameworks, including:

  1. Sections 18–30 of the Landlord & Tenant Act 1985

  2. Commonhold & Leasehold Reform Act 2002

  3. Leasehold & Freehold Reform Act 2024

  4. RICS and TPI guidance, regulations and best practice

  • Solid understanding of financial accounting principles, including income and expenditure, VAT, accruals, and reconciliations

  • Advanced Excel capability, including lookups, pivots, and working with large datasets

  • TPI, RICS or equivalent relevant experience within a service charge environment

  • Proven experience within a housing association or similar housing environment, managing service charges end-to-end

  • Excellent communication skills, with the ability to deliver accurate and timely written and verbal communication, adapting your style to different audiences including residents, stakeholders, and senior colleagues
