
Senior Specialist - Commercial
Job summary
Working with our Head of Commercial and the wider Commercial team, the Senior Specialist for Professional Services will support the execution and maintenance of the Agency’s commercial strategy, operating an innovative, compliant and cost effective commercial function across the Agency.
Managing public procurement activity related to professional services (including contingent labour) the primary focus of the role is to work collaboratively with key business stakeholders across Directorates on a wide range of commercial matters.
This role is dedicated to delivering clear advice, guidance and support across the Agency and ensuring all contracts are procured compliantly and with clear focus on meeting business needs and objectives.

Job description
Working with key stakeholders you will provide efficient, consistent and effective category expertise to meet business needs and objectives.
You'll be comfortable working with a wide range of stakeholders and handling a range of procurement processes (open, competitive-flex, framework call-off) to achieve quality contractual outcomes.
You’ll support compliance activity in general and contribute to the Agency’s procurement, contract management and wider commercial operations. With experience of professional services and public procurement, you’ll bring a strong eye for detail, ensuring accuracy, consistency and clarity in everything you deliver.
Delivering on a mission as bold as ours isn’t always easy. You will be resilient and comfortable managing stakeholders at a senior level and your discussions will always be shaped by a good understanding of the commercial and operational impact of what we do as a commercial team. You will enjoy working in an innovative, fun and engaging way and be able to negotiate and persuade.
Person specification
Procurement professional with extensive experience in public procurement. A relevant professional qualification (MCIPS or ACCA, MIIA, CCAB, RICS) is desirable, as is a qualification, specific training or professional experience in disciplines relevant to property, regeneration or housing.
Category expertise in professional services.
Proficient in the use of Microsoft Office IT products including Word, Excel and PowerPoint.
Manages Complexity - Experience of analysing complex information to make informed strategic and commercial decisions. Experience of working in a complex commercial environment.
Commercial Focus - Experience in the delivery, development and implementation of strategic high value contracts which have delivered great value for money and great customer outcomes. Trusted for commercial advice and is able to put technical considerations in plain language for stakeholders.
Resilient - Demonstrates resilience in resolving issues internally and in helping the team to deal with setbacks.
Builds Relationships - Adapts quickly to different environments and uses different communications styles depending upon the needs of the particular audience. History of building strong relationships across multiple stakeholders.
Risk Management - Proactive in highlighting commercial risks, clarifying them to stakeholders and ensuring they are mitigated where possible.
Coaching Manager - Understands, at local level, the team’s strengths, skill gaps and individual career aspirations and actively seeks to build capability. Builds commercial capability in both their direct reports and the wider team.
