The role:
The role of Senior Strategic Commissioning Manager (Care Market) will provide strategic leadership in transforming adult social care and health services across Liverpool. This high‑impact position is responsible for shaping commissioning strategy, driving innovation, and ensuring that services deliver improved outcomes, better value for money, and a sustainable, high‑quality care system for residents.
In the role of Senior Strategic Commissioning Manager (Care Market), you will work closely with the Director for Strategic Commissioning and the wider management team to lead fast‑paced transformation programmes aligned to the Adult Social Care Strategy / Living Better Lives Vision. Your portfolio will include the strategic development, commissioning, and implementation of services that support adults of working age who are Care Act eligible.
- As a Senior Strategic Commissioning Manager you will be a part of the delivery of commissioning strategies across priority areas, ensuring alignment with local needs, national policy, and Council objectives
- As a Senior Strategic Commissioning Manager you will be a part of the delivery of complex transformation programmes that modernise and improve adult social care pathways
- As a Senior Strategic Commissioning Manager you will market shaping and provider collaboration, strengthening the external care market to ensure quality, sustainability, and innovation
- As a Senior Strategic Commissioning Manager you will drive strengths‑based, reablement and independence‑focused approaches, reducing demand and enabling people to live independently
- As a Senior Strategic Commissioning Manager you will provide strategic leadership across multi‑agency partnerships, influencing system partners and contributing to integrated commissioning arrangements
- As a Senior Strategic Commissioning Manager you will ensure commissioning decisions are evidence‑based, outcome‑focused, and deliver value for money
- As a Senior Strategic Commissioning Manager you will be a part of the leading and supporting teams to deliver high‑quality commissioning practice and fostering a culture of continuous improvement
- Your demonstrable knowledge as a Senior Strategic Commissioning Manager (Care Market) will include substantial experience in adult social care commissioning, strong strategic and analytical skills, and the ability to operate confidently in a complex, politically sensitive environment

Salary range
- £63,819 - £70,608 per year
