
Service Delivery Manager
Job summary
The role sits within the Advice Team in the All Hazards Public Health Response (AHPHR) division and delivers evidence based quality assured public health response advice, guidance and leadership across UKHSA, government and partner agencies to mitigate against all hazards and threats impacting on health security.
The AHPHR division is responsible for:
- Supporting the Chief Medical Advisor and Chief Executive with evidence, intelligence and advice across all hazards
- Delivering high quality rapid evidence reviews in support of national incidents to inform guidance, decision making and incident response
- Leading for UKHSA on consolidated public health advice on CBRN issues and improve national incident preparedness and response
- Leading for UKHSA on guidance standards, production and quality assurance across all-hazards guidance published on gov.uk
The post holder will support the day to day running of the Advice Team Portfolio to strengthen the planning, delivery and co-ordination of projects and activities across the team. This will include supporting the Advice Team to oversee the delivery of projects; ensuring that objectives are clearly defined and achieved within the agreed time, cost and quality constraints. The post holder will have a key role in co-ordinating work across the team and to ensure the agreed project outputs are delivered to achieve maximal impact.

Job description
Specific project delivery duties
- Manage the day to day running of the Advice Team Portfolio, to deliver agreed outcomes within time, cost and quality constraints.
- Build and maintain an activity management system which captures all activity across the Team.
- Build project plans and monitor the progress of specific projects.
- Evaluate and assess the impacts of project risks, monitor and manage those risks and escalate risks to Advice Team as required.
- Provide business planning advice and co-ordinate across the Advice Team Portfolio by ensuring that project information systems are kept up to date and are in accordance to the relevant project management standards.
- Initiate and implement plans, organise activities taking into account interdependencies and deadlines, making modification to plans as required.
- Support assurance, audit and contribute to the production of timely and accurate reports on project performance by producing update reports on specific projects.
- Assess project performance, making decisions on appropriate actions where projects deviate from project standards.
Stakeholder engagement
- Initiate, develop and maintain stakeholder relationships at all levels.
- Actively promote and carry out collaborative working across teams.
Line management/matrix management
- Work with multi-organisational teams across the Chief Medical Advisor group, supporting other staff to deliver the Advice Team Portfolio objectives.
- Deputise for Advice Team where needed.
Quality improvement
- Promote quality improvement of all aspects of the Advice Team Portfolio
- Provides input to and implements policies and procedures within the scope of the Portfolio
- Responsible for ensuring adherence to budget, on-going monitoring of expenditure against budget.
Person specification
Essential criteria:
- Educated to degree level in life science or related fields or equivalent relevant professional experience.
- Project Management (e.g. Prince2 Practitioner) or relevant experience
- Experience of working in health projects or programmes
- Experience of managing multiple, complex projects using project management tools and techniques
- Effective communication with variety of internal and external stakeholders, including NHS, local and national government departments, senior academic experts and large national third sector bodies
- Ability to provide and receive sensitive information and to communicate this to senior stakeholders and large groups
- Experience of working in projects delivered in partnerships
- Experience of working in a change environment
- Ability to manage multiple projects, to prioritise effectively with the tenacity to work under pressure whilst meeting conflicting deadlines
- Ability to motivate team members and influence others in more senior positions
- Good written and oral communication skills
- Good presentation skills
- Able to line manage staff, allocate work and to motivate them to deliver agreed objectives
- Strong capability in using Microsoft Office applications, specifically Outlook, Word, Excel and PowerPoint and experience of using digital tools to manage workflows
- Works to achieve agreed objectives, directing own workload and activities within the organisational policies

Location
This role is being offered as hybrid working based at any of our Core HQs. We offer great flexible working opportunities at UKHSA and operate using a hybrid working model where business needs allow. This provides us with greater flexibility about how and where we work, to get the best from our workforce. As a hybrid worker, you will be expected to spend a minimum of 60% of your contractual working hours (approximately 3 days a week pro rata, (averaged over a month) working at one of UKHSA's core HQs (Birmingham, Leeds, Liverpool, and London).
Our core HQ offices are modern and newly refurbished with excellent city centre transport links and benefit from co-location with other government departments such as the Department for Health and Social Care (DHSC).

Salary Information
If you are successful at interview, and are moving from another government department, NHS, or Local Authority, the relevant starting salary principles for level transfers or promotions will apply. Otherwise, roles are offered at the pay scale minimum for the grade, but in exceptional circumstances there may be flexibility if you are able to demonstrate you are already in receipt of an existing, higher salary. Pay increases are through the relevant annual pay award for the role and terms.
