Function/Team: ST Priority Products Lead - Service Transformation Group (STG)

Location: National, with frequent trips to London required

The MoJ’s Service Transformation Group (STG), led by Megan Lee-Devlin, is responsible for leading the transformation of our services across the MoJ and its agencies. This includes responsibility for the digital, data, AI and technology underpinning prisons, probation and other critical services across the justice system; as well as oversight of three agencies: the Legal Aid Agency (LAA), Office of the Public Guardian (OPG) and the Criminal Injuries Compensation Authority (CICA). STG also includes the MoJ’s project delivery function and Security and Information Group.

This role sits within the ST Priority Products Unit. We are responsible for:

  • Delivering cross-cutting STG led solutions to high-priority issues, translating Ministerial and ExCo commissions into clear, outcome-focused product plans.
  • Diagnosing complex, cross-cutting service challenges, shaping evidence-based options and actionable recommendations to unblock improved outcomes at pace.
  • Testing and validating solutions rapidly, using a digital, product-led approach with thin-slice builds and early proof of concept before scaling.
  • Scaling and embedding proven solutions, ensuring smooth transition into sustainable product ownership and operating models.

Job role – key responsibilities and accountabilities

Person Specification

We are seeking an experienced and delivery-focused individual to initiate and drive progress on the Department’s most critical outcomes by drawing on technical capability from across the Service Transformation Group (STG). You will operate with confidence at pace, working closely with SCS and building strong relationships across digital, technology, AI, transformation, data, security & information, and operational teams.

You will bring a strong track record of shaping and delivering complex, cross-cutting initiatives, using a digital product-led approach to turn ideas into actionable, sustainable transformation. You are skilled at synthesising complex information and producing high-quality outputs for senior decision-makers, you will be able to align work to departmental and government priorities and ensure that the DG’s highest-priority issues are progressed with clarity, rigour, and momentum.

As ST Priority Product Lead you will:

  • Lead the scoping and delivery of digital products and solutions that contribute to departmental priority outcomes.
  • Analyse complex operational challenges, working with policy, operational and Service Transformation Group colleagues to develop evidence-based hypotheses, shape practical options, and produce clear recommendations grounded in qualitative and quantitative insight.
  • Apply a digital, product-led approach, leading multidisciplinary teams through focused discovery, thin-slice builds and early proof of concepts to test assumptions and validate value before wider rollout.
  • Support the scaling and embedding of proven solutions, working with established product teams and business areas to ensure clear ownership, effective handover, and sustainable ways of working.
  • Build strong working relationships across STG, MoJ and its agencies, managing dependencies, resolving issues, and maintaining momentum across organisational boundaries.
  • Communicate clearly and confidently, producing high-quality briefings, updates and presentations tailored to different audiences.
  • Operate flexibly and adapt quickly to emerging priorities, re-scoping work as needed, and maintaining focus on outcomes in a fast-paced and evolving environment.

Key Relationships:

DG STG and their Private Office, executive agency CEOs, Directors and their teams in the Group, ExCo and their Private Offices, the Permanent Secretary and Ministerial Private Offices.

Person specification: essential qualifications, experience and/or technical skills

Essential criteria:

  • Strong analytical and problem-solving skills, with experience breaking down complex issues, developing practical options, and producing robust qualitative and quantitative analysis to inform decisions.
  • The ability to generate insight from user needs, service data, and operational evidence to shape digital product and delivery decisions.
  • Clear and effective communicator, able to translate complex or ambiguous information into concise briefings, recommendations and presentations for a range of audiences, including senior stakeholders.
  • Proven ability to lead multidisciplinary teams or workstreams, setting clear direction, maintaining momentum, and fostering collaborative, high-performing ways of working.
  • Strong stakeholder management skills, with experience working with senior leaders and cross-functional partners to manage dependencies, resolve issues, and maintain alignment.

Desirable:

  • Experience delivering digital or data products;
  • An understanding of the product operating model;
  • An understanding of the Department and/or STG and its strategy and priorities.
