The team plays a key role in ensuring the organisation has the skills, capability, and workforce capacity needed to deliver its current and future priorities. Working closely with business areas, HR, Talent, and Learning & Development colleagues, the team uses data-driven insights to identify workforce trends, capability gaps, and emerging skills requirements. Through workforce planning, capability mapping, and stakeholder engagement, the team supports evidence-based decision-making and helps shape talent and development strategies. The team is committed to continuous improvement, collaboration, and innovation, ensuring the organisation is equipped with a skilled, agile, and future-ready workforce that can successfully respond to changing business needs and strategic challenges.

Job description
This role will work within the Strategic Workforce Planning Team of the People and Places Directorate.
The Skills and Capabilities analyst will provide strategic insight into workforce capability by analysing skills data, mapping organisational needs, and supporting the development of a future-ready workforce.
The role holder will enable evidence-based talent planning, inform learning and development strategies, and support the implementation of a shared skills framework aligned with organisational goals and government-wide initiatives.
They will work with key stakeholders to understand evolving capabilities to inform future requirements.
Your responsibilities will include, but aren’t limited to:
1. Analyse workforce skills and capability data to identify strengths, gaps, risks, and future workforce needs.
2. Develop, maintain, and continuously improve the organisation's skills and capability framework.
3. Provide evidence-based insights to support strategic workforce planning, talent management, and succession planning.
4. Work with Talent and Learning & Development teams to inform capability-building and learning interventions.
5. Model future skills requirements, considering organisational change, emerging trends, and strategic priorities.
6. Engage with stakeholders across the business to understand current and future capability requirements.
7. Produce and present clear reports, dashboards, and workforce insights to support decision-making by senior leaders.
8. Monitor external workforce, skills, and government developments and incorporate relevant insights into capability planning.

Person specification
To be successful in this role you will need to have the following experience:
- Skills Data Analysis:Experience collecting, interpreting, and reporting on workforce capability data to identify gaps and future needs.
- Capability Framework Development:Proven ability to design and maintain skills frameworks aligned with strategic workforce planning.
- Stakeholder Engagement:Strong collaboration skills with Talent, L&D, and business units to inform planning and development.
- Insightful Reporting:Skilled in producing clear, actionable reports and dashboards for senior stakeholders.

Qualifications
You will already have Associate CIPD membership or be willing to work towards attaining this level of membership within 18 months in post.
Working hours, office attendance and travel requirements
Full time roles consist of 37 hours per week.
Whilst we welcome applications from those looking to work with us on a part time basis, there is a business requirement for the successful candidate to be able to work at least 30 hours per week.
This role is suitable for hybrid working, which is a non-contractual arrangement where a combination of workplace and home-based working can be accommodated subject to business requirements.
The expectation at present is a minimum of 60% of your working time a month will be spent at either your designated workplace (one of the locations cited in the advert) or, when required for business reasons, in another office/work location/visiting stakeholders. Your designated workplace will be your contractual place of work. There may be occasions where you are required to attend above the minimum expectation.
Occasional travel to other offices will be required, which may involve overnight stays.
