Job Title: Strategic Property Surveyor
Salary: £53,460 – £61,638 per annum
Grade: G
Contract Type: Permanent
Working Hours: 37 hours per week

About the department





This is a key role within the Corporate Property Team, and reports directly to the Senior Asset Manager. The successful candidate will help with the development and implementation of the Corporate Property Strategy, they will lead major corporate property projects and provide professional and strategic advice to all Council departments. The role will also involve assisting the Head of Property as required, developing and preparing Cabinet reports, Strategies, Policies and engaging with outside Government bodies.



About the Role

As a Strategic Property Surveyor you will be responsible for:





  1. To lead Corporate Property Projects and to provide professional support and advice to all Major Council Projects from a property perspective.
  2. To assist with the delivery of a comprehensive asset review program of all of The Council’s property assets, and devise an appropriate asset plan for each asset.
  3. To undertake monitoring of asset performance and report appropriately against relevant KPIS and performance indicators.
  4. To undertake and deal with all types of property transactions coming forward as a result of the rolling Asset Review program.
  5. To take a lead in developing core Corporate Property Strategies for use and development of the Corporate Property Portfolio. To implement these strategies and improve the efficiency, robustness and value of the Corporate Property Portfolio including key milestone, timings, costs and KPIs.
  6. Provide Corporate Property input into broader Council initiatives/workstreams including the refresh of the Local Plan, Public Health Programmes, Regeneration/Economic Development activity, Community Hubs, the Academy Programme, Housing Development and Estate Regeneration.
  7. Where required to identify, appoint and supervise external service providers providing additional property expertise and/or resource
  8. With the support of the Senior Asset Manager articulate the findings and progress to the Council Stakeholders and attend the Strategic Property Board.
  9. Provide reports and briefings notes as required for Members, the Portfolio Holder and relevant Overview and Scrutiny Committees, Cabinet and Full Council.
  10. To project manage staff engaged in projects and to ensure successful delivery of each programme of works and ensuring high quality collaborative working with 3rd parties.
  11. Assist in the formulation, and help gain acceptance for, the implementation of the Council’s property strategy and other strategic property initiatives
  12. To work closely across directorates ensuring that all Directorate’s fundamental property needs and strategies are met and implemented.




What We’re Looking For

We’re looking for someone who has:

  • Experience in preparation and presentation of High-level reports and strategy documents
  • Good project management and negotiating skills with experience of dealing with Board level stakeholders
  • Ability to communicate with other professionals, members of the public, other officers.
  • Ability to work as part of an inter-disciplinary team.
  • Good working knowledge of Landlord and Tenant Law and other legislation relating to estates management duties.
  • Extensive practical experience of working as a Chartered Valuation/General Practice Surveyor
  • Previous experience of devising and delivering an Asset Review Programme and of delivering major projects, preferably within local government or other public sector organisations
  • Commitment to the principles of agile working including the ability to work flexibly with regards to both hours of work and location of work including remote and home working as required.
  • Takes personal responsibility for delivering an excellent service to meet the needs of internal and external customers
  • Able to work under pressure and on own initiative.

Essential qualifications: RICS Membership at either MRICS or FRICS level
