We are offering an exciting opportunity to join an established team of Supplier and Contract Managers within HM Land Registry’s (HMLR) Transformation & Technology (T&T) Directorate. You will play a pivotal role in supporting both BAU operations and a major transformation programme, helping us build strong, value‑driven partnerships with our technology suppliers.

This role is central to delivering effective commercial and technical outcomes for the organisation and ensuring that our supplier relationships and contracted services support HMLR’s strategic objectives.

Job description

This role offers an excellent opportunity to play a key part in managing and developing HM Land Registry’s technology supplier relationships, ensuring the successful delivery of vital services that support our organisational goals. As a Supplier and Contract Manager, you will help drive commercial value, strengthen strategic partnerships, and contribute to both day‑to‑day operations and our wider transformation agenda.

You’ll be part of the T&T Directorate’s Supplier and Contract Management function—a collaborative, experienced team responsible for managing a broad portfolio of ICT suppliers and contracts.

The team works closely with colleagues across Finance, Procurement, Technology, Project Delivery and Other Government Departments (OGDs) to ensure our suppliers deliver high‑quality, efficient and compliant services. The culture is supportive, improvement‑focused and driven by strong professional relationships—both internally and externally.


Key Responsibilities

In this role, you will:

Supplier & Contract Management

  • Proactively manage a group of suppliers and contracts within the T&T ICT portfolio, monitoring performance against KPIs and SLAs.
  • Build and maintain strong supplier relationships throughout the full lifecycle—from onboarding through to exit.
  • Ensure HMLR meets its contractual obligations and receives value for money through regular performance reviews.
  • Act as an escalation point for supplier and service issues, resolving disputes, processing change requests and ensuring compliance with regulatory, audit and policy requirements.
  • Implement best‑practice risk management and mitigation across the contract lifecycle.

Strategic & Commercial Insight

  • Review the market to identify alternative products and suppliers using compliant government routes.
  • Develop strategic account plans and product/service roadmaps to maximise value from supplier partnerships.
  • Provide supplier management expertise to inform procurement activity, including Invitation to Tender exercises and onboarding of new suppliers.

Operational Delivery

  • Oversee the operational management of a wide range of technology contracts, ensuring quality, performance and timely delivery.
  • Monitor supplier performance throughout the lifecycle and work closely with suppliers, procurement and operational teams to resolve issues.
  • Ensure contract amendments are managed and authorised appropriately, and that payments are accurate.

Leadership, Collaboration & Continuous Improvement

  • Coach and mentor colleagues in supplier management, developing skills and confidence across the team.
  • Support a culture of service improvement, innovation and effective working relationships.
  • Contribute as a corporate leader to supplier and service delivery matters within the T&T Delivery Support Management Centre.
  • Continuously evaluate ways of working, driving improvements in efficiency and collaboration with suppliers, colleagues and OGDs.
  • Provide subject matter expertise in supplier management across HMLR.

Person specification

Desirable Technical Skills & Qualifications

  • Experience of Working in an IT or Digital & Data organisation
  • Government Commercial Contract Management Foundation level accreditation
  • Member of Chartered Institute of Procurement and Supply (CIPS) through qualification or working towards it
  • ITIL Service Management Foundation Certificate.

Essential Experience

  • Working in a Contract management Role
  • Establishing strong working relationships with suppliers and delivering value to the organisation
  • Managing issue resolution and delivering improvements
  • Managing change and the effects it has on teams/suppliers
  • Developing service requirements
  • Managing full lifecycle of Contracts in business as usual and Project scenarios, managing risks and issues.
  • Able to work in a logical, structured manner under time pressures to minimise risk in achieving desired outcomes.
  • Ability to evaluate and propose practical alternatives where issues arise in supplier management.
  • Has effective & influential communication skills (verbal & written) in particular the ability to both understand and translate “technical jargon”.
  • Embraces change and challenge (even if uncomfortable) and is able to adapt ways of working to deliver value early.
  • Able to use Microsoft products such as Excel for budget monitors
  • Has a sound understanding of financial budgeting and accounting.
