Team Leader – Access Management

Job description

Team Leader - Access Management

1 Post Available, Fixed Term Contract / Secondment Opportunity (12-18 Months) | Full Time

Ready to lead a brand-new team and help transform how we support residents?

We're looking for an experienced, motivated and forward-thinking leader to join Bristol City Council as our Team Leader - Access Management.

This is an exciting opportunity to establish and lead a newly created team that will play a vital role in improving resident safety, supporting vulnerable households and ensuring the Council can meet its statutory landlord responsibilities across our housing stock. The successful candidate will be responsible for developing the service from the ground up, shaping processes, building team culture and driving a proactive, resident-focused approach to access management.

The new Access Management Team has been established to reduce no-access cases, support residents facing barriers to engagement and improve compliance across a range of critical workstreams, including gas safety, electrical safety, damp and mould, HHSRS hazards, disrepair and other landlord obligations. Rather than relying solely on enforcement, the team will focus on early intervention, resident support, partnership working and effective case management.

As Team Leader, you'll provide leadership to a team of Access Compliance Officers, Customer Liaison Officers and Technical Officers, ensuring consistent, high-quality service delivery while helping to shape the future direction of access management across Housing and Landlord Services.

What you'll be doing

  • Recruiting, developing and leading the new Access Management Team, creating a positive culture focused on resident outcomes and continuous improvement.
  • Providing confident, empowered and decisive leadership to ensure high-quality access management services are delivered consistently across Housing Repairs and Maintenance.
  • Driving a proactive approach to resident engagement, ensuring all appropriate interventions and support measures are considered before enforcement action is pursued.
  • Working collaboratively with operational services, housing teams, partner agencies and the legal function to achieve successful outcomes for residents and the Council.
  • Leading on the management of complex and high-risk access cases.
  • Supporting legal proceedings by overseeing case preparation, reviewing evidence and providing leadership on court-related activity where required.
  • Representing the Council in court proceedings and providing witness evidence where appropriate.
  • Monitoring performance, analysing data and presenting meaningful management information to support decision-making and service improvement.
  • Developing new initiatives, campaigns and approaches to improve access outcomes and reduce no-access rates across the service.
  • Building strong relationships with resident groups, stakeholders and partner organisations to improve service delivery and resident trust.

What we're looking for

We're looking for a strong leader with experience of housing, compliance, tenancy services, enforcement or resident-facing services who can bring people together to achieve positive outcomes.

Most importantly, we're looking for someone who can inspire a new team, navigate complex situations and balance compliance requirements with a resident-centred approach.

You'll bring:

  • Significant experience of delivering high-quality housing or resident-focused services.
  • Proven leadership experience, including motivating, mentoring and developing high-performing teams.
  • The ability to provide confident, empowered and decisive leadership in a complex operational environment.
  • Excellent negotiation, communication and stakeholder management skills.
  • Strong problem-solving and analytical abilities with a focus on achieving positive resident outcomes.
  • Experience of managing performance, analysing data and driving continuous improvement.
  • Knowledge of relevant housing legislation and regulatory requirements, including housing law, safeguarding, equality legislation and landlord compliance obligations.
  • Experience of presenting cases and supporting legal proceedings, including advocacy experience.
  • Strong organisational skills and the ability to manage competing priorities effectively.
  • Good working knowledge of Microsoft 365 and related business applications.
