This is an exciting opportunity for an experienced and dynamic professional to join our organisation as a Transformation Lead. The postholder will play a pivotal role in driving and managing significant programmes of change that support the Council’s transformation priorities and the delivery of the Luton 2040 vision. This role will lead complex, cross-cutting transformation projects, working across services and systems to deliver improvements in efficiency and effectiveness.
Transformation leads are responsible for providing strategic leadership to deliver new service models, embed innovative ways of working and ensure that Luton’s values are reflected in all aspects of change. They are required to work closely with senior leaders, partners and residents, the role will lead on the design and implementation of new operating models, user journeys and solutions that improve access and streamline services. The postholder will ensure that programmes are well-governed, data-led and aligned with the Council’s wider strategies.
This Transformation Lead post will align to our people services directorates (e.g. Children & Families, Adult Social Care and Housing) to drive complex programmes across these services, in order to enable better outcomes for our residents. Therefore, a strong understanding of the challenges faced and demonstrated experience of leading transformation within these areas would be desirable.

About you
You will bring substantial experience of leading large-scale organisational change, delivering measurable financial and non-financial benefits and driving service transformation within a complex organisation. You will have a strong track record of influencing and engaging senior stakeholders, members and partners, building trust and securing commitment to change. A proven leader, you will be skilled at developing and motivating multi-disciplinary teams, creating an environment that fosters innovation, collaboration and continuous improvement.
You will possess excellent analytical and problem-solving skills, with the ability to interpret complex information, identify patterns and trends and develop clear business cases and project plans. Your communication and influencing skills will enable you to build effective relationships at all levels, both internally and externally, ensuring that change is co-designed with residents, staff and partners. You will have a strong understanding of programme and project management methodologies, risk management, and the principles of effective customer service and digital transformation.
Educated to degree level or with equivalent experience, you will hold or be working towards a recognised project management qualification. You will also have a sound understanding of equality, diversity and inclusion and be committed to embedding these principles throughout service delivery and organisational change.
