Job description

The Department for Transport is recruiting a Senior Modeller/Analyst to join the Modelling Insights team, leading work on the National Trip End Model (NTEM)—a core tool for forecasting UK travel demand. You will support and develop this business-critical model through an exciting redevelopment phase and produce high-quality analysis for policy and publication. Joining a friendly, expert analytical community, you’ll collaborate across government, strengthen the evidence base for transport decisions, and gain valuable professional development and project leadership opportunities.

The role requires managing long-term modelling work, prioritising in a fast-changing environment, and collaborating widely while bringing informed perspectives to diverse contexts.

Your responsibilities will include, but aren’t limited to:

  • Undertake bespoke analysis to give insight into national travel patterns, adapting to specific policy and analytical requirements and providing a narrative for the results.
  • Supporting the development and use of the Department’s strategic models including the National Trip End Model (NTEM).
  • Working with external stakeholders to develop appropriate analysis for business case development and provide advice to decision makers on quality of submissions.
  • Commissioning modelling and research from external consultants, project managing their work and assuring outputs.
  • Delivering presentations/workshops at stakeholder engagement events to support the wider Transport sector.

Person specification

To be eligible for these positions, you will need to hold the membership in line with or be eligible to join:

  1. the Government Economic Service (GES) profession
  2. the Government Operational Research Service (GORS) profession
  3. the Government Statistical Service (GSS) profession
  4. the Government Social Research (GSR) profession

Required experience:

To be successful in this role you will need to have the following experience:

  1. We are looking for an SEO analyst who can organise their work, think creatively, and will (in time) be able to bring their own perspective to discussions.
  2. You will need to be able to communicate technical concepts to a range of audiences, both internal and external to the department.
  3. You will need to understand the importance of Quality Assurance and be committed to upholding best practice throughout your work.

Additional Information

Working hours, office attendance and travel requirements

Full time roles consist of 37 hours per week.

Whilst we welcome applications from those looking to work with us on a part time basis, there is a business requirement for the successful candidate to be able to work at least 30 hours per week.

This role is suitable for hybrid working, which is a non-contractual arrangement where a combination of workplace and home-based working can be accommodated subject to business requirements.

The expectation at present is a minimum of 60% of your working time a month will be spent at either your designated workplace (one of the locations cited in the advert) or, when required for business reasons, in another office/work location/visiting stakeholders. Your designated workplace will be your contractual place of work. There may be occasions where you are required to attend above the minimum expectation.

Occasional travel to other offices will be required, which may involve overnight stays.

Qualifications

Minimum qualification for the GES:

• have a first or upper second-class honours degree in economics (or international equivalent), or a postgraduate degree in economics. If it is a joint degree, at least 50% of the course modules must be in economics.
• have studied both macroeconomics and microeconomics.

Minimum qualifications for the GORS
• you have, or expect to have, a 2:1 or higher degree or degree apprenticeship in a highly numerate degree subject; or
• you have, or expect to have, a 2:2 or higher degree and a highly numerate postgraduate degree

Minimum qualifications for the GSG
• Qualifications route: a first- or second-class honours degree (2:1 minimum for Fast Stream applications, 2:2 minimum for all other) in a numerate subject containing taught statistical content (e.g. Statistics, Data Science, Mathematics, Economics, Sciences, Psychology, Geography,)
•OR a higher degree, for example MSc or PhD, in a subject containing formal statistical training (e.g. Statistics, Data Science, Mathematics, Economics, Sciences, Psychology, Geography)
•Experience route: Alternatively you could apply if you have worked in a statistical or data science field and are able to demonstrate Continuous Professional Development (via a logbook) covering a minimum of two years.
•You will need to evidence how you applied statistics or data science at the same level as a foundation degree or HND (level five) and demonstrates the expected skills as outlined in the GSG Competency framework.
Minimum qualification for the GSR
• Relevant Qualification route: Hold an undergraduate or a postgraduate degree at a minimum of 2:2. The degree must contain substantial social research methods training (comprising around one third of modules taken on the course) including quantitative research methods and at least three of the following: systematic/literature reviews; qualitative methods; interpretation of data and presentation of results; study design, hypothesis testing and application of ethics to research.

OR Professional Experience route: Hold an undergraduate or a postgraduate degree at a minimum of 2:2, in any subject, or a degree equivalent (e.g. an advanced Certificate or Diploma from MRS), plus have at least 4 years’ social research practice experience. Social research practice experience consists of experience working in a research agency, market research agency or specialist research team. To enter the GSR through this route you must make explicit the breadth and depth of your research experience and skills, which must include quantitative research methods and three of the following: systematic/literature reviews; qualitative methods; interpretation of data and presentation of results; study design, hypothesis testing and application of ethics to research.

You will also be required to create and deliver a presentation to assess the Technical skills which are applicable to you. Guidance will be provided if you are invited to interview.
