
Transport Planning Officer
Job Summary
Barking and Dagenham is at the heart of London’s eastward growth, attracting developers and investors to the most affordable and accessible opportunities in the whole of the Southeast.

Be First is a wholly owned subsidiary of the London Borough of Barking and Dagenham. With an exciting programme of sustainable infrastructure, urban design and transport schemes planned over the next 10 years.
As a Transport Planning Officer, you will join a team that successfully secures positive transport outcomes from new developments and utilises significant funding to encourage active and sustainable travel, as well as improve accessibility and safety on the local transport network, with major projects relating to bus priority, cycle routes, electric vehicle charging and school streets.
Working with internal and external stakeholders, you will lead on agreed areas of work that contribute to the planning and ongoing delivery of the borough’s transport strategy via the Transport for London funded programme, strategic transport projects and the planning of new developments.

– Secure and utilise funding to support the outcomes in the Mayor’s Transport Strategy, the London Borough of Barking and Dagenham’s priorities and Be First Regeneration ambitions.
– Lead on the development and delivery of specific transport schemes and projects including undertaking project management in line with best practice and corporate guidance, as well as ensuring budgets are met and costs are controlled.
– Provide high quality transport planning services to external and internal customers and stakeholders, meeting evolving delivery priorities, issues and challenges to agreed standards.
– Undertake a full range of operational business tasks across a portfolio of projects which may be within some or all of the planning functions.
– Procure and manage external organisations providing support to Be First.
– To contribute towards a working culture that is result-orientated and customer-focused, with an ethos of ‘right first time’ service delivery.
– To undertake all duties with minimal supervision.
– To be responsible for continuous personal development by requesting and attending training when necessary.
– To demonstrate a strong commitment to the promotion of equal opportunities.
Person Specification
Essential skills and experience
– A recognised degree in Transport Planning with post qualification experience to qualify for membership or the ability to gain entry to course leading to a professional qualification.
– Knowledge and application of national, regional, and local transport planning policies and relevant legislation, with an understanding of the impact of legislative or administrative changes.
– Experience of developing and delivering transport infrastructure projects.
– IT literate with experience of using Word, PowerPoint and other software packages to record and manage data.
– Demonstrated written and verbal communication skills, with the ability to communicate with a range of audiences and work in a calm, courteous, and confident professional manner.
– Excellent attention to detail, strong analytical skills, and the ability to work under pressure.
– Able to think and work proactively, “self-start” and work autonomously with minimum direct supervision.
– Ability to manage multiple projects and priorities, delivering high quality outcomes within required timeframes.
