HMRC’s Fraud Investigation Service (FIS) is responsible for the department’s civil and criminal investigations.
FIS provides HMRC with an effective investigation arm to enforce the Department’s compliance policies. This enables the Department to deliver against the strategic responsibilities across all the taxes and duties it administers. This includes complex offshore evasion, international smuggling of illicit excise goods, exports of controlled weapons and technology, labour market abuses, VAT and Self-Assessment repayment frauds and a host of other fraud attacks targeted at the tax system.
FIS is home to a wide range of people with a variety of skills and professional backgrounds – including accountants, cybercrime specialists, criminal justice professionals, tax professionals and operational delivery support teams to name but a few. We use a range of powers and approaches to protect funding for UK public services, investigating the most harmful tax cheats and ensuring nobody is beyond our reach.
Covert Operations, Digital Exploitation (CODE) is the specialist support business area of FIS, responsible for the provision of enhanced digital and covert technological support to operational teams. Working across Law Enforcement and government, CODE provides investigative tools and covert techniques to front-line investigations and works with key partners to develop and provide access to new technology.
Job description
Sensitive Collection is part of FIS CODE (Covert Operations Digital Exploitation). Its success, reputation and capability development is fundamentally dependent on its ability to operate lawfully, have effective standard operating procedures and a robust assurance programme that compliments and aids the work of Case Managers, Senior Officers and colleagues that work with Targeted Interception material.
Targeted Interception (TI) is a key component of Sensitive Collection's delivery that provides both FIS Investigation and RIS Intelligence teams with interdiction and evidential gathering opportunities gained through the lawful acquisition of criminals’ communications.
This role provides a challenging opportunity to deliver and enhance Sensitive Collection’s assurance and compliance regime, by proactively reviewing process and policies and verifying compliance. It will support the Warranty Authorisation process, the review and retention of data and seek to reduce and negate the risk of error across a range of complex processes and data holdings.
It also provides an opportunity to develop a holistic appreciation of the technical and legislative issues that underpin Targeted Interception, drive continuous improvement, and develop management information that recognises and celebrates the success and outcomes of Sensitive Collection.
Person specification
You will be responsible for delivering a compliance programme to assure that HMRC's use of intercept powers, and the product obtained there from, is handled and retained securely in compliance with relevant legislation and codes of practice.
The successful candidate must demonstrate an aptitude for this role, detailed above, and also be able to:
- Develop and establish professional trusting relationships with colleagues and external stakeholders, including regulatory authorities.
- Proactively work with colleagues to identify and manage risk, implement and manage a compliance regime and promote compliance with the legislation.
- Critically and independently review process, records and information and report findings to senior managers. Investigate errors and anomalies and implement change in process to counter risks.
- Work to short deadlines, assimilate dynamic information and risks, and independently make quick timely decisions.
- Role model HMRC’s values and commitments, making SC an inclusive and diverse place to work, setting and upholding standards to grow and promote a professional and open culture.
- Intuitively enhance our management information collection and presentation to demonstrate how we are delivering outcomes and to celebrate success of colleagues.

Additional Information
Where the candidate is new to SC, they will need to complete relevant elements of the Sensitive Collection's Fundamentals training. The Fundamental’s training course is unique to Sensitive Collection, and is a mixture of online and classroom-based training that will take place in London, Manchester and Kent.
Psychological Resilience Assessment
Successful applicants must be prepared to undertake a Psychological Resilience Assessment, consisting of an online personality and cognitive ability psychometric test and a face-to-face psychological interview with a qualified psychologist. These are an integral aspect of the assessment process and are designed to ascertain psychological suitability and assess psychological resilience to meet the requirements of this demanding role.
Given the nature of the role it is important that psychological input is in place to assess and monitor resilience. If successful in being appointed, you will be required to attend and engage fully in psychological well-being and resilience support (this will be six monthly in the first year of post and annually thereafter, unless other specific needs are identified).
Hybrid or home working is not available for this role as there is a daily requirement to attend the office to work on closed IT systems at higher classifications than Official Sensitive.
Essential Criteria:
- Practical understanding of criminal justice procedures relating to key legislation: Investigatory Powers Act (IPA 2016), Police Act 1997, Criminal Procedures and Investigations Act (CPIA 1996), Police & Criminal Evidence Act (PACE 1984), and Commissioners for Revenue & Customs Act (CRCA 2005).
- Demonstrable experience of conducting risk assurance, information management, reviewing policy or managing legal compliance regimes.
- Experience of working with sensitive intelligence derived material.
