The Defence Nuclear Organisation (DNO) is responsible for the provision of the nuclear deterrent, encompassing our submarines and nuclear warheads, while also advising on UK nuclear planning and fostering international co-operation on nuclear matters. With a multidisciplinary team of over 700 professionals, the DNO brings together expertise in science, engineering, finance, policy, programme delivery, and more. The Nuclear Transport Operations Group (NTOG) is responsible for delivering a nuclear transport function that is resilient, leads supporting partners and leverages expertise from across government and Industry. The TNEO Training & Demonstrations Team sits within the Transport Operational Delivery Team.
The TNEO Capability Manager is responsible for maintaining the operation orders, plans and policies relating to the DNO NTOG emergency response to Nuclear Transport Emergencies and Incidents (NTE/I). These operational documents relate to multi-agency pan-Defence, contractor and civil responses in the highly unlikely event of an incident. They are also responsible for drafting statements of requirement for new equipment capabilities.
The incumbent will collaborate with stakeholders, including local authorities, emergency services, and military units, to develop contingency plans. They are responsible for managing costs, relating to deployments.
There is an expectation of the incumbent filling a role on the DNO NTOG Transport Nuclear Emergency Organisation emergency response roster.
This post is advertised at 37 hours per week.
Job description
The Nuclear Emergency Planning and Preparedness Snr Advisor is responsible for:
- Maintaining and updating extant operational staff work, policies and instructions relating to transport nuclear emergency response contingency plans.
- Developing and writing new operational staff work, policies and instructions relating to transport nuclear emergency response contingency plans.
- Conducting external stakeholder engagement with Defence and civilian transport nuclear emergency responder organisations and contractors.
- Carrying out capability assurance and performance reviews with all Defence contributing force elements.
- Conducting 1st Party Assurance of the DNO Follow-on Force capability.
- Contributing to the annual budgetary OPEX forecast for the TNEO Capability element.
- Acting as an emergency response Deployment Facilitator and ePC holder on deployment of the transport nuclear emergency response.
- Promoting continuous improvement of the DNO Emergency Response Plan and capture of Lessons through the After-Action Review / Post-Exercise Report process.
- Attending relevant capability, safety and security meetings and conferences as required.
- Contribute to the planning and delivery of nuclear emergency response exercises and demonstrations.
- Line Managing one direct report: HEO/C2 TNEO Capability Officer, coaching and developing them and conduct routine line management activities such as setting development targets, performance management and day to day oversight.
- Supervising individuals attached to the TNEO Capability team from MOD graduate, apprentice or similar schemes.
- There may also be opportunity to volunteer to train as an Operations Controller and/or Senior Operations Officer to support operations in the DNO NTOG Joint Operations Centre.
Due to security constraints, this post is exempt from hybrid working requests. Requests for flexible and condensed working patterns can be considered but may be limited. Candidates should consider this and must discuss with recruiting line manager before submitting an application.
Role requires full-time working, with periodic out of hours responsibilities in support of the Transport Nuclear Emergency Organisation and Convoy collective training events through mainland UK for up to a week at a time and occasionally longer. Occasional travel throughout UK to engage with military and civilian stakeholders.
Accident Response Commitment (ARC) allowance of £1,575 p.a. may be payable if volunteering for nuclear emergency organisation response roles.

Where business needs allow, some roles may be suitable for a combination of office and working from home as part of a non-contractual hybrid working arrangement. All office-based employees will be expected to spend a minimum of 60% of their working time in office, subject to site capacity and any required workplace adjustments. Requirements to attend other locations for official business, or work in another MOD workplace, will also count towards this level of office attendance.
