Job summary
The Defence Nuclear Organisation (DNO) is responsible for the provision of the nuclear deterrent, encompassing our submarines and nuclear warheads, while also advising on UK nuclear planning and fostering international co-operation on nuclear matters. With a multidisciplinary team of over 700 professionals, the DNO brings together expertise in science, engineering, finance, policy, programme delivery, and more. The Nuclear Transport Operations Group (NTOG) is responsible for delivering a nuclear transport function that is resilient, leads supporting partners and leverages expertise from across government and Industry. The TNEO Training & Demonstrations Team sits within the Transport Operational Delivery Team.
The TNEO Exercise Planner is responsible for planning and delivering collective training and regulatory demonstration events on behalf of the DNO NTOG emergency response to Nuclear Transport Emergencies and Incidents (NTE/I). These provide assurance of the capability of the DNO NTOG to conduct the safe and secure transport of Defence Nuclear Material (DNM) in support of the UK Nuclear Deterrent programme.
The incumbent will collaborating with stakeholders, including local authorities, emergency services, and military units, to develop and deliver realistic and challenging exercise scenarios. They are responsible for managing costs, scaling responses, and ensuring alignment with other agencies.
There is an expectation of the incumbent filling a role on the DNO NTOG Transport Nuclear Emergency Organisation emergency response roster.
This post is advertised at 37 hours per week.
This post attracts the NSQEP Recruitment Retention Allowance of up to £14,000 per annum. This allowance is discretionary and is dependent on a candidate's ability to successfully demonstrate and evidence their competence, qualifications, and experience to an independent panel of Subject Matter Experts.
Accident Response Commitment (ARC) allowance of £1,575 p.a. may be payable if volunteering for nuclear emergency organisation response roles.
Job description
- As the lead Exercise Planning Officer (EPO), plan and deliver collective training events and demonstrations as forecast in the 5-year exercise programme and within the allocated budgets.
- Manage relevant Stakeholders to develop and agree exercise scenarios and objective sets that test the different aspects of the Nuclear Emergency Organisation (NEO) and supporting agencies emergency response arrangements.
- Produce training documentation in support of each training event.
- Conduct engagement with Defence Nuclear Safety and Security Regulatory bodies to confirm exercise objectives.
- Identify suitable candidate training locations through engagement with Defence organisations, Joint Military Commands, Regional single Service Military Liaison Officers, Local Authorities and Civil Emergency Services stakeholders.
- Conduct the Lessons / After Action Review process following each event.
- Maintain awareness of the developing capabilities of other responding agencies to ensure that the MOD response is aligned to those capabilities and the agency objectives are effectively captured for exercise.
- Support the training of the RAF IRF Air Team.
- Line Manage one direct report: HEO/C2 Exercise Planner 2, coaching and developing them and conduct routine line management activities such as setting development targets, performance management and day to day oversight.
- There may also be opportunity to volunteer to train as an Operations Controller and/or Senior Operations Officer to support operations in the DNO NTOG Joint Operations Centre.

Where business needs allow, some roles may be suitable for a combination of office and working from home as part of a non-contractual hybrid working arrangement. All office-based employees will be expected to spend a minimum of 60% of their working time in office, subject to site capacity and any required workplace adjustments. Requirements to attend other locations for official business, or work in another MOD workplace, will also count towards this level of office attendance.
