Job description

This is a new role for an established, experienced Change Manager to join the newly established Business Integration team, situated in the Workplace Portfolio Management team of the Government Property Agency’s (GPA) Workplace Services (WS) Directorate. As a founding member of the team, you will help shape the processes and systems of change utilised to deliver cross directorate change. Offering a genuine opportunity to build our operational change capability from the ground up, this role will be instrumental in shaping our change frameworks, impact assessment tools, delivery methods, and reporting rhythms.

Reporting to the Head of Business Integration, you will lead the people, process and cultural change across the WS directorate. As one of the largest directorates in the GPA, WS is regionally distributed and operates across five distinct functional areas, each led by a Deputy Director. You will play a central role in delivering major transformation initiatives (including digital workplace platforms, estate moves, service delivery models, and operational assurance frameworks) to ensure initiatives and changes land safely without disrupting daily building operations.

In doing so, you will build change capability, embed sustainable new ways of working, and ensure both frontline operational teams and our commercial supply chain partners are supported to absorb change seamlessly. As part of establishing this new capability, you will also recruit, onboard, and line-manage an SEO Change Support Lead to build out your core team.

Key Responsibilities

As Change and Integration Manager you will lead and coordinate change management activity across Workplace Services’ key strategic programmes and initiatives. You will work collaboratively across teams and with senior stakeholders to ensure that people, process and organisational change is effectively planned, communicated and embedded. More specifically you will:

  • Design Change Frameworks & Systems: Establish standard processes, impact assessment templates, and digital tracking tools inside our Customer Service Portal and IWMS systems to map, sequence, and manage incoming cross-directorate change.
  • Lead Strategic Change Programmes & Project Gabriel: Develop and execute structured change management strategies for key strategic initiatives, most notably Project Gabriel (a three-year strategic initiative to redefine Facilities Management across the GPA estate by establishing innovative, resilient, and data-driven service models), IWMS rollouts, and delivery and assurance workstreams.
  • Flex to Emerging SLT Priorities & New Initiatives: Provide agile change leadership for new, emerging transformation initiatives as they arise, adapting delivery focus and change management frameworks to align with the shifting strategic priorities of the Workplace Services SLT and wider GPA.
  • Assess Change Readiness & Gate Control: Measure change saturation and operational capacity across teams and FM suppliers, conducting readiness assessments to provide evidence-based recommendations for formal "Go / No-Go" stage-gate decisions.
  • Drive Training & Capability Building: Conduct Directorate-wide Training Needs Analyses (TNA) and support the design of targeted learning interventions to build staff and contractor capability for new ways of working.
  • Drive Digital & Data Adoption: Lead behavioural and cultural change campaigns to embed data habits, data quality, and standardised tool usage across Customer Service Portals, CRM, PowerBI, Pilgrim, and AI platforms.
  • Lead Communications & Mixed-Economy Engagement: Design and deliver engaging communication strategies, stakeholder impact plans, and collaboration forums tailored for both internal civil servants and third-party commercial FM suppliers.
  • Represent WS in the GPA Change Champion Network: Stand up regional feedback loops and actively represent Workplace Services on the wider GPA Change Network, synthesising ground-level insights to resolve adoption bottlenecks.
  • Build and Manage the Team: Lead the recruitment campaign for an SEO Change Support Lead, setting clear performance objectives, supporting their professional development, and managing daily team workload.
  • Track Benefits, Govern Risks & Deputise: Monitor risks, dependencies, programme milestones, and benefits realisation, escalating blockers through governance channels, reporting updates to the SLT, and deputising for the Head of Business Integration as required.
  • Champion Continuous Improvement & Innovation: Instigate change initiatives and foster an inclusive culture of continuous improvement, innovation, and organisational learning throughout Workplace Services.

Person specification

  • Proven ability to manage a broad and diverse group of stakeholders with varied priorities and interests, outside your immediate team.
  • Ability to take responsibility for resolution of risks and issues, and to escalate where appropriate with sound judgement.
  • Strong persuasive and influencing skills, with the confidence to constructively challenge at senior levels.
  • Strategic thinking – you can identify opportunities, anticipate risks and develop practical mitigations.
  • Comfortable working in fast-paced, ambiguous environments where priorities may shift and adaptability is key.

  • Senior Stakeholder Influence & Constructive Challenge: Substantial experience engaging, influencing, and constructively challenging senior executive stakeholders (SLT/ExCo levels) and commercial supply chain leadership.
  • Mixed-Economy & Partner Integration: Proven experience driving process, cultural, and digital change across mixed-economy environments comprising both internal staff and external commercial supply chain vendors.
  • Change Readiness & Gate Control: Deep practical experience conducting Training Needs Analyses (TNA), measuring organisational change saturation, tracking benefits realisation, and evaluating "Go / No-Go" stage-gate operational readiness.

Desirable criteria:

  • Property & Facilities Management Sector Experience: Experience supporting property, real estate, infrastructure, facilities management, or operational transformation programmes.
  • Enterprise Systems & Digital Change: Familiarity with enterprise software implementations (such as IWMS, ERP, or Customer Support Portals), large-scale digital transformation projects, and behavioural technology adoption frameworks.
  • Delivery & Assurance Knowledge: Experience working in or alongside operational delivery and assurance functions, or knowledge of public sector project delivery frameworks.
