Job summary

Working within the British Forces Cyprus Youth Service, the Youth Community Development Worker (YCDW) delivers youth & community work, in a specified geographical area, engaging with a range of partners including schools and other external providers. The YCDW works flexibly in a non-standard working week.
The post holder will be required to manage a team of paid part time Youth Workers and deliver a wide range of youth opportunities, youth clubs and projects for members of the forces community to engage in.

This position is advertised at 37 hours per week.

Cyber & Specialist Operations Command Transformation

Job description
As the Youth and Community Development Worker, you will be responsible for the delivery of Youth and Community provision to members of the Service community within the post’s area of responsibility. This will include the management of a Youth Centre, delivery of a range of Youth clubs, initiatives and projects to young people as identified within the local Community Needs Analysis.
This includes the development, delivery and support of youth clubs and projects achieved through a variety of strategies including building-based and outreach work with responsibility for the recruitment and management of a team of paid part time youth workers and volunteers, to assist in this role.
A full UK Drivers' Licence is required for this post which requires travel to other sites in delivering the service.

This role is suited to a professionally qualified Youth & Community Worker with a dynamic and creative approach to the job, who is keen to expand their experience into an exciting and challenging role.
To manage and lead a Part Time staff team of locally trained Youth Workers, ensuring compliance with British Forces Cyprus local policies and procedures.
To manage Youth Work buildings and be responsible for the safe environment of premises whilst undertaking Youth and Community work.
To identify the needs of young people and initiate responsive programs.
To plan, support, deliver and evaluate informal education programs within Youth and Community settings during daytime, afternoon, evening, Weekends, and holiday periods.
Develop effective relationships with young people, colleagues, partnership agencies and community members.
Promote the interests of and advocate on behalf of children and young people.
Support participation work and enable opportunities for young people’s voices to be heard.
Provide professional guidance on youth and community development within area of responsibility to the local chain of command.
Participate fully in professional supervision with line manager. To offer professional supervision to Part Time staff and Volunteers. To maintain appropriate records including supervision notes, assessments, actions plans and reviews.
Initiate, prepare and update annually, ‘Site Specific’ Community Profile, Needs Analysis and Action Plan.
Work in accordance with National Occupational Standards, quality improvement, health & safety policy, safeguarding policy and procedures and other relevant BFC and MOD policy and guidance.
In agreement with Line Manager, identify, negotiate for and secure through partners and grant making bodies, resources to support the delivery of Youth and Community activities within area of responsibility. Report on expenditure, the outcomes and impact of projects, on partnership activity and on the evaluation and feedback from participants.
Actively recruit, supervise, and manage Part Time staff and volunteers, providing induction and relevant training to individuals and groups in accordance with BFC Youth Service induction and training procedures.
To undertake mandatory annual Civil Service training.
Undertake Line Management duties as required by the post.
Work in accordance with all appropriate BFC, MOD policies and procedures, Standard Operating Instructions (SOI) and within the Army Code of Confidentiality.
Undertake other duties within the terms and conditions appropriate to the grade and role as directed by the Line Manager.

Specific qualification requirements
Professional qualification in Youth and Community Work that is recognised by the JNC (Joint Negotiating Committee) which must be validated through inclusion on National Youth Agency (NYA) Validation Databases. The NYA is the national body for Youth Work in England.
UK Driving Licence
Programmes or courses validated in Wales, Northern Ireland and Scotland have mutual recognition arrangements in place so if a programme is recognised as professional status in one UK nation it will be recognised in all. Professional qualifications across the 4 nations are mediated for equivalence through the Joint Education Training Standards to allow professionals who qualified in the different countries to work across all the nations to the same standard and on the same pay & terms. In Scotland, Programmes of study leading to professional status are validated by CLD Standards Council for Scotland.
Validation - The JNC qualification databases and historic Scottish qualifications conferring professional status are attached to the CDW vacancy and applicants are advised that CLD current professional approved Programmes can be found on the CLD Standards Council website.
