The Role

We are seeking a dedicated and experienced team manager to join our ROTH and missing team. The ROTH team is responsible for providing services to children and young people who are at risk outside the family home and/or have accessed the criminal justice system and their parents/carers as part of a whole family approach; and the victims of crime, anti-social behaviour or affected by domestic abuse.

In this role, you will manage a multi-disciplinary team and work at an operational and strategic level in partnership with other professionals, to implement and develop ROTH services for children across North Somerset, ensuring that there is a strong and effective response to children missing and those at risk of contextual harm. This will include the efficient deployment of resources according to need and management of associated budgets as needed.

Key Responsibilities:

  • Coordination, development and planning of services to children and young people and their parents / carers delivered across the local authorities within the Avon and Somerset Police area to reduce the impact of risk outside the family home and crime on them and improve their life chances
  • Lead the implementation of Risk Outside the Home (ROTH) and contextual safeguarding responses across North Somerset-Including workforce development and partnership based responses to Risk outside the Home
  • Manage and review contracts, grants and bids for commissioning services or funding in support of identified service provision and work closely with partners and stakeholders to design, manage and deliver services against agreed priorities.
  • Research, develop and recommend strategies for improved service delivery and ensure agreed objectives are reflected in service and individual plans.
  • Represent Children’s services at professional meetings, creating and maintaining effective working relationships with others to achieve improved outcomes for children and young people and the council's objectives.

This position is exempt under the provisions of the Rehabilitation of Offenders Act (Exceptions) Order 1975 and is subject to an enhanced Disclosure and Barring Service check.

Valid driving licence and own transport, or be able to provide alternative, suitable method of travel is an essential condition for this role.

Work Style

At North Somerset Council, we offer a hybrid working environment based on four distinct work styles. Depending on the role and personal circumstances, you will fall into one of these categories. However, please note that during the induction period, it may be necessary to spend more time in the office to support your learning and development. We are flexible and open to discussions about your preferred working style, and if you wish to be in the office more frequently, this can be negotiated.

This role falls into the category of Flexible Worker which means you can expect to work in the following way:

  • 2-3 days in the office
  • Works both from home and the office, depending on the task at hand.
  • Training is provided to help balance work-life and manage time effectively, with an emphasis on communication for team touchpoints and planning in-office days for collaboration.

About You

We are looking for an individual who is passionate and who possesses the following skills and experience:

Essential Criteria:

  • An approved professional qualification relevant to the area of work and practical experience of working with service user groups giving rise to a variety of technical skills and thorough understanding of the principles of the services available, work practices and processes.
  • Significant post qualification experience in relevant work area to give knowledge and understanding equivalent to a further advanced qualification in the service area.
  • Excellent verbal and written skills with an ability to interpret and communicate complex strategic and operational practice, policy and procedures effectively with a wide range of audiences both verbally and through digital media.
  • Ability to work independently to deliver agreed priorities to a high quality within agreed timescales
  • Understanding and recognition of professional boundaries
