About the team
The Flood Risk Management Team has a statutory role under the Flood and Water Management Act 2010 to manage flood risk from surface water, ordinary watercourse, and groundwater. Our team focuses on investigating flooding, working with partners, and supporting residents, to reduce flood risk and take an active role in water management across the County working locally, and nationally.
With the impacts of Climate Change beginning to be seen, our team’s ambition is to help the county understand the impacts of climate change and how to “live with water”, as well as implement flood mitigation measures that are both traditional as well as innovative.
As a team we understand the vital part we play in partnership working, this means that this role will see you get involved with lots of different teams internally as well as externally. We are creative, forward-thinking team that work together to find solutions and looking for someone who want be part of this and think outside the box to help the residents of Hertfordshire.

About the role
As a Flood Risk Project Officer, you will provide support on all the following areas, with room to lead on projects (dependent on experience).• Developing and implementing the County Council’s local flood risk management strategy: You will support identifying, justifying, and delivering flood risk management activities.
• Gathering and analysing information and data: You will collect and scrutinise data to support flood risk management efforts, providing valuable insights for decision-making.
• Project Management: You will get involved in a range or projects from community engagement, hydraulic modelling, design and implementation and communications with residents.
• Collaborating with officers across all County Council service areas and District Council partners: You will liaise with various stakeholders to meet team objectives and to ensure successful outcome of projects, investigations and enquiries.
• Responding to internal and external enquiries on flooding: You will address queries related to flooding and the broader activities of the team.
• Preparing reports and briefing papers: You will support the preparation of detailed reports and briefing papers for senior officers and elected members.
• Creating content for the County Council website: You will prepare informative material related to the team’s activities for public dissemination on the County Council’s website.
• Supporting sustainability activities across Hertfordshire: You will assist the team in engaging with sustainability initiatives, promoting a greener and more resilient community.
• Funding applications: Support on the writing of a range of funding bids, identifying requirements, gathering data and answering questions.
This role is a mid-level position ideally suited for candidates who already hold a degree or 1 -2 years of experience but are looking to take the next step in their career development.
About you
Essential:
- Hold a degree in relevant discipline or has experience within the discipline.
- Clear understanding of flood risk management.
- Previous experience within the environment industry.
- Ability to analyse information/data and draw conclusions.
- Ability to write for a range of different audiences and outputs for example presentation, report, resident drop-in.
- Ability to communicate clearly and effectively.
- Experience supporting on a range of projects for example Natural Flood Management or sustainable drainage.
- Experience working collaboratively with a range of partners.
- Skills in problem solving.
- Use of GIS packages
Understanding of Lead Local Flood Authority statutory role.
Desirable:
- Experience writing section 19 investigations
- Some understanding on political process at Local Authority
- Hold a full UK driving licence
- Understanding of Environment Agency funding processes (Local Levy/FDGiA)
- Experience engaging with residents, attending drop-in sessions following flooding.
