About the team
In this role you will be joining the Towards Digital Growth (TDG) programme, which is responsible for the delivery of Hertfordshire County Council’s externally facing digital programme.The TDG programme now sits within Hertfordshire Futures (previously known as the Local Enterprise Partnership) with the main focus being on accelerating employment, enterprise and innovation across the county.
TDG has also more recently committed to delivering the Hertfordshire Growth Board's Mission of Digital Access for All, looking to improve broadband and mobile coverage in the county as well as tackling the digital divide.
TDG has spent the last few years focussed on the delivery of broadband infrastructure across the county and has more recently expanded to include other aspects of digital including mobile coverage, digital exclusion/inclusion and investigation into advanced technologies.
This is an exciting time to join a team dedicated to improving the lives of our residents through digital initiatives and workstreams.
Some of the key pieces of work currently being undertaken are:• Supporting the delivery of Project Gigabit• Expanding our understanding of mobile coverage in the county and how this can be improved.• Set up of a digital inclusion shared service.• Ensuring delivery of the Growth Board’s ‘Digital Access for All’ mission
About the role
This role will be managed by the Senior Project Manager who oversees the delivery of the Towards Digital Growth programme. You will sit within Hertfordshire Futures.As part of this role, you can expect to be involved in all aspects of the management and delivery of key workstreams to drive forward the council’s digital ambitions as well as the Hertfordshire Growth Board’s Mission.
This is a varied role and the postholder will require an adaptive approach, working collaboratively and independently at fast pace to support the delivery of the project’s goals.
The role will include but not be limited to:
• Leading on key workstreams to drive forward the council’s digital ambitions as well as the Hertfordshire Growth Board’s Mission• Lead and support on certain comms activities, building strong relationships with key stakeholders to support the dissemination of information.• Take ownership of project controls such as the risk log and communication plan, ensuring regular review points are undertaken.• Engaging with a wide variety of stakeholders including but not limited to, internal senior management, the public, districts, commercial suppliers, central government, and other local authorities.• Providing day to day guidance to the TDG Project Officer, setting direction, monitoring progress, and offering a route of escalation as and when requireed.• Creation and submission of reports, occasionally presenting updates and data to board members or steering groups• Build and maintain relationships with local stakeholders to ensure implementation of digital infrastructure.• Lead on and support occasional procurement activities.• Develop and follow an operational plan to enhance mobile coverage across Hertfordshire.• Attending project meetings within the Hertfordshire Futures team.
About you
Essential:
• Practical experience of contributing to the successful delivery of programmes / projects• Highly organised and ability to prioritise your workload• Confidence in working independently and as part of a team• Good verbal and written communication skills• Effective collaborator and communicator• Competent user of standard IT packages, especially Microsoft Office• Able to lead small/medium projects or contribute to broader programmes• Organises own work over weeks and months, or plans ahead for others, taking account of priorities and the impact on other people• Stay up to date on current policy, guidance, and government targets• Ability to travel across the county as and when requiredDesirable:
• Typically qualified to degree level in relevant subject or equivalent experience in a similar role• Ability to monitor and control an agreed budget within a defined area, producing reports and analysing and contributing to planning• Basic knowledge of contract management and procurement principles and associated procedures and regulations• Understanding of the organisation’s political environment, formal political structures and decision-making processesWe welcome applications from candidates who currently reside in the UK with established proof of right to work documentation.
