As a Senior Strategy and Progress Officer, you will be instrumental in driving this vision forward. You’ll be responsible for developing, reviewing, and refining our key strategies, systems, and frameworks. You’ll also provide expert advice on initiatives designed to tackle the main drivers of poverty and inequality in our town.
Your role will also include monitoring and reporting on progress, performance, and impact — ensuring our work remains transparent, data-informed, and on track to deliver real outcomes for Luton’s residents.

About you
You bring experience in strategy or policy development, with a proven track record of designing successful plans that have delivered real, positive change. Your ability to think strategically is complemented by a talent for crafting high-level, compelling written material that simplifies complex ideas and communicates them with clarity and impact.
You have substantial experience in organisational performance management, using systems and frameworks to monitor delivery and track progress towards strategic goals. Your analytical mindset allows you to manage and interpret large and complex datasets, identify trends, draw meaningful conclusions, and clearly communicate your insights to a range of audiences.
Collaboration is central to your approach, and you have a strong history of working with senior leaders to co-produce ideas and influence strategic thinking. Your excellent writing skills enable you to produce high-quality documents and reports, and you’re confident working with designers to bring a polished finish to your work.
You’ll also hold a relevant qualification or be able to demonstrate equivalent, verifiable experience in influencing, policy, or partnership disciplines.
