Job Description
OverviewThe London Borough of Harrow Council is seeking a Principal Network Compliance Officer. This role involves overseeing daily inspections and enforcement for street works and highway works, reporting on conditions, and driving improvements including Highway safety inspection. Responsibilities include issuing formal notices as needed, in collaboration with the Police, Council departments, or partner agencies. The officer will support the coordination of works to meet the Council's objectives and network management duties as outlined in the New Roads and Street Works Act 1991 and the Traffic Management Act 2004. The role requires taking necessary actions to ensure high standards of service delivery, customer satisfaction, and effective collaboration with external partners, adhering to legislative guidelines and best practices to keep Harrow at the forefront of service provision. Additionally, the officer will ensure that all works by Statutory Undertakers, external entities, and internal Council departments are inspected, managed, and coordinated in compliance with the Authority’s Network Management Duty under the Traffic Management Act 2004, the New Roads and Street Works Act 1991, the London Permit Scheme (LoPS), and other relevant regulations.
About You
The successful candidate will have:
- Knowledge and comprehensive understanding of relevant technical/professional standards, codes of practice and regulations related to the Traffic Management Act 2004 and New Roads and Street Works Act 1991.
- Working knowledge of health and safety/welfare legislation and approved codes of conduct.
- Comprehensive working knowledge of the London Permit Scheme, LoPS.
- Experience of providing an effective inspection regime and evidence of using regulations, including financial penalties to achieve statutory objectives and targets.
- Good understanding of traffic management requirements and arrangements for highway works events and activities.
- To assess applications validity on site for Street works Licences and ensure they are completed accurately.
- To issue Fixed Penalty Notices, FPN for permit / notice offences committed as set out by relevant legislation. To produce reports for the senior officer on the issue of fixed penalty notices.
- To produce technical reports as evidence for issuing penalty charges for statutory undertakers where there is unreasonable occupation of the highway or where inspections identify non -compliance with statutory requirements.
